The implementation of 5G technology will promote greater digital connectivity in our communities and is expected to act as a key economic driver for the Halton Region.
Halton Region, the City of Burlington, the Town of Halton Hills, the Town of Milton, the Town of Oakville and the 4 local Hydro companies are in the process of creating a Municipal Services Corporation to be known as Halton Digital Access Services Corporation (HDASC). HDASC’s purpose will be to provide a “one window” service to facilitate the permitting and installation of wireless 5G equipment on streetlight and hydro poles in Halton Region by telecommunications service providers. Such a coordinated effort will help to expedite and facilitate the delivery of 5G technology to Halton residents and businesses.
About the role:
Reporting to the Board of Directors of HDASC, the General Manager will oversee and manage the on-going start-up and operation of Halton Digital Access Services Corporation with the purpose of providing a “one window” approach to facilitate the permitting, approval and installation of wireless 5G equipment by telecommunications companies in Halton Region.
Key responsibilities:
• Oversee a coordinated effort among Halton municipalities and hydro utilities to help facilitate the implementation of wireless 5G technology.
• Liaise with Municipalities, Hydro companies and Telecommunication companies regarding business plans, license and other commercial agreements, permits and approvals.
• Oversee the on-going start-up, operation and administration of a Municipal Services Corporation by establishing and maintaining financial records, governance arrangements and reporting to the Board of Directors.
• Develop, negotiate and administer commercial, financial and legal agreements between HDASC, its 9 partners, Telecommunication companies, and service providers.
• Establish and manage processes related to permitting, licensing, installation and maintenance of wireless 5G equipment.
• Establish and manage processes for commercial arrangements including collection of fees and remittance of appropriate payments.
• Engage legal and technical consultants as required to support the implementation of 5G technology.
• Oversee and manage the work of one to two part-time staff or consultants (technical and administrative / financial support).
To be successful in the role you will have:
• Minimum 15 years’ experience at a senior-level management level in either an engineering, commercial, technology or financial role.
• Experience with operationalizing strategic plans in a complex, fast paced environment.
• Strong business acumen with experience developing, negotiating and administering complex financial and legal agreements and contracts.
• Strong financial literacy and budgeting capabilities.
• Familiarity with Municipal / Hydro governance, administration and permitting processes.
• Knowledge of applicable CRTC rules and regulations.
• Experience navigating new business initiatives.
• Experience working with or reporting to a Board of Directors.
• Familiarity with broadband / 5G networks and equipment.
• Excellent analytical and problem-solving skills with a focus on structure and execution.
• Ability to deal with ambiguity with independence and minimal direction.
• Exceptional political acumen and relationship management skills to create effective partnerships with all relevant stakeholders.
• Exceptional communication skills to support report writing and presentations to stakeholders.
• Exceptional skills in consensus-building to facilitate preferred solutions with stakeholders.
• Experience leading and engaging others towards meeting performance goals.

Hours of work: An average of 15 hours per week with flexibility up to 25 hours per week as needed.
Job Type: Temporary/Contract, up to 12 months with possibility of extension. A secondment arrangement may be considered. .
Work location: A hybrid work arrangement will be offered. Work space will be accommodated at Oakville Town Hall.
