Job Summary

Reporting to the Supervisor, Program Integrity, this position is responsible to respond to all requests for Internal Review for Ontario Works and Children's Services cases and Social Benefit Tribunal hearings (Ontario Works only) using legislation, policies and procedures while maintaining flexibility when interpreting legislation and how it is applied when determining eligibility.

Duties & Responsibilities

  • Review and assess cases when Ontario Works or Children's Services clients appeal decisions regarding eligibility.
  • Prepare detailed written submissions and present cases on behalf of Halton Region at Social Benefits Tribunal hearings.
  • Act as a subject matter expert in legislative and local policies and the application and interpretation of the Ontario Works Act, Directives, Regulations, and the Child Care and Early Years Act (CCEYA).
  • Liaise with Halton Community Legal Services, and other community agencies to ensure understanding of Internal Reviews and Appeal decisions.
  • Document statistics pertaining to Internal Reviews and Social Benefits Tribunal requests and outcomes.
  • Provide coverage to other members of the Program Integrity Team.

Skills & Qualifications

  • Diploma or Bachelor's Degree in Behavioral Science, Social Science, Bachelor of Arts, or related discipline.
  • Three (3) to five (5) years of related experience working with the Ontario Works Act, Child Care and Early Years Act (CCEYA) and related legislation and regulations. 
  • Proficient with software applications including Word, Excel, Outlook, OCCMS, and SAMS/SALI.
  • Ability to research, interpret and apply detailed knowledge of the Ontario Works Act and the Child Care and Early Years Act (CCEYA) and related legislation, regulations and policies.
  • Demonstrated analytical, evaluation, problem solving and organizational skills.
  • Demonstrated strong verbal and written communication and presentation skills to explain programs, legislation, regulations and client's rights and responsibilities, write detailed reports, and cross-examine witnesses.
  • Proven negotiation, interpersonal and relationship building skills with the ability to apply tact and diplomacy in dealing with confidential and sensitive information.
  • Ability to negotiate resolutions with clients and legal representatives.
  • Ability to work effectively independently and as part of a team providing supports to the Program Integrity team when required.
  • An equivalent combination of education and experience will be considered.
  • Proven knowledge of judicial/appeal proceedings related to social assistance would be considered an asset.
