Job Summary

Reporting to the Director of Legal Services, the Chief of Emergency Management provides leadership and sets the strategic vision for Halton’s emergency management program. This role is responsible for overall emergency preparedness, response, and recovery, ensuring these efforts align with corporate priorities, plans and integrate across a wide range of programs and services.

 

Further, the role leads a team of emergency management professionals ensuring Halton meets the mandatory requirements of the Emergency Management and Civil Protection Act and continues to be ready to respond to and recover from any type of emergency or significant event.  

Duties & Responsibilities

  • Ensure Halton meets the mandatory requirements of the Emergency Management and Civil Protection Act.
  • In the event of an emergency or significant incident requiring a Regional response, coordinate with other departments and agencies to ensure an integrated response.
  • Partner with Senior Leadership to align emergency management efforts with organizational priorities.
  • Provide leadership and technical support to functional teams in the areas of emergency management, business continuity and risk identification and assessment.
  • Provide leadership, guidance and expert advice to senior management regarding response, preparedness, recovery, and mitigation efforts.
  • Ensure Halton’s Emergency Response Plans and business continuity plans are current, reflective of Halton’s response capabilities and incorporate industry recognized best practices.
  • Ensure the Region has a comprehensive public awareness program making residents aware of the importance and need for personal emergency preparedness and steps that can be taken to be prepared.
  • Lead sectoral partnerships to increase regional preparedness and response capacity.
  • Provide coaching, mentoring and ensure on-going development of staff in program delivery.
  • Identify and operationalize opportunities to innovate emergency management program delivery for the organization by conducting environmental scanning and monitoring trends.

Skills & Qualifications

  • Degree in Emergency/Disaster Management or related discipline
  • In-depth knowledge of the Emergency Management and Civil Protection Act
  • Certification as a Community Emergency Management Coordinator (CEMC) by Emergency Management Ontario
  • Incident Management System 100, 200, 300 Certification
  • Emergency Management 200, 300 Certification
  • In depth knowledge and expertise in emergency management principles and theory as well as provincial and federal related legislation, plans and procedures and best practices.
  • Exceptional written and oral communication skills are required along with sound judgment. 
  • Demonstrated abilities in strategic planning, performance management, service delivery, decision making and team leadership within a best practices/continuous improvement culture\
  • Familiarity with Environmental Protection Act, Ontario Water Resource Act, Safe Water Drinking Act, Health Protection and Promotion Act, Personal Health Information Protection Act

  • Must be available 24/7 to respond to an emergency or significant incident and once engaged in a Regional response must be available as required throughout the entire period of response.
