Job Summary

The Director, Human Resources Services is the HR leader for the Region and a trusted strategic advisor to the Chief Administrative Officer and the Executive Leadership Team.

 

Reporting to the Commissioner of Corporate Services, the Director leads a multi-disciplinary team responsible for delivering high-impact programs and services across all areas of human resources, including labour relations, talent acquisition, total rewards, organizational development, workforce planning, employee health, safety and wellness, and HR technology.

 

As a key member of the Regional leadership team, the Director is accountable for aligning HR strategy with Halton's Strategic Business Plan and for enabling an inclusive, responsive, and high-performing organizational culture. This role plays a critical part in advancing organizational transformation, building leadership capacity, and supporting service delivery across the Region. The Director must model and foster a strong, collaborative culture – bringing a down-to-earth, inclusive leadership style that invites diverse perspectives, fosters trust, and inspires others to grow.

Key Responsibilities

  • Translate Halton’s Strategic Business Plan into actionable HR strategies that support enterprise goals and service delivery.
  • Drive talent and leadership development strategies that build future workforce capacity and enable service transformation.
  • Work closely with operational leaders to align workforce plans, address talent gaps, and support service excellence.
  • Lead Region-wide delivery of core HR services including talent acquisition, total rewards, labour and employee relations, organizational development, HR systems, and employee wellness to optimize service excellence and a best-in-sector employee experience.
  • Lead organizational change and workforce transformation initiatives aligned to strategic and operational needs.
  • Advance digital transformation through the full implementation of SAP SuccessFactors and data-driven decision-making.
  • Build and sustain a psychologically safe, equitable, and inclusive workplace where employees thrive.
  • Lead the strategic execution of labour relations, including bargaining, grievance resolution, and union engagement.
  • Establish performance metrics for all HR service areas and use workforce analytics to drive strategic decisions.

What You Bring:

  • A leadership style grounded in humility, collaboration, and respect with a demonstrated commitment to equity, diversity, and inclusion.
  • Previous success in building a high-performing HR service culture grounded in accountability, responsiveness, and business partnership.
  • Passion for employee experience and a track record of fostering a culture of accountability, authenticity, and innovation.
  • 15 or more years of progressive leadership experience with direct accountability for delivering core HR services including integrated talent management, total rewards, health and safety, collective bargaining and HR technology in complex unionized environments.
  • A post-secondary degree in human resources, business, or a related field, or a CHRL or CHRE designation.
  • Proven experience leading large and diverse HR teams with specialized expertise across talent, compensation, labour relations, health & safety and organizational development.
  • Experience translating complex workforce issues into strategic insights for senior leadership.
  • Proven ability to lead across multiple HR disciplines, integrating systems, policies, and practices to deliver cohesive and scalable HR solutions across an enterprise.
  • Established track record of leading HR teams through crises and complex business problems, building consensus, and inspiring high-performing teams.
  • Experience driving digital HR transformation and integrating technology to enhance service and employee experience.
  • Skilled at using KPIs and HR dashboards to evaluate impact, support workforce decisions, and inform executive reporting.
  • Skilled at navigating complex organizational environments, with strong communication skills and the ability to engage senior leaders, elected officials, and diverse stakeholders.
