Job Summary

Reporting to the Manager of Quality and Risk, the Emergency Management Specialist plays a key role in strengthening emergency preparedness and business continuity within Halton Region’s long term care homes and the broader Services for Seniors division.

 

In alignment with Halton Region’s Emergency Management Strategy, this role contributes to preparedness exercises, operational readiness initiatives, and ongoing compliance with municipal and provincial emergency management requirements.

Duties & Responsibilities

  • Lead and support the development, training and annual maintenance of Services for Seniors Emergency Response, Pandemic and Business Continuity Plans.
  • Oversee and support the training and execution of the annual legislated requirements related to emergency code drills, approved fire drills and planned evacuations at our LTC homes and Community Programs.
  • Lead emergency-related debriefing activities and evaluation requirements, engaging key stakeholders in evaluations.
  • Assist in the post-emergency debriefing & analysis and make recommendations to update plans and procedures based on the actions that occur during an emergency.
  • Lead emergency management quality improvement activities in alignment with CARF Accreditation Standards.
  • Support business continuity across the division during operational disruptions and emergency events.
  • Establish and maintain a positive working relationship with Regional staff in all departments, local Fire Departments, and other community agencies.
  • Participate in applicable working groups and committees.
  • Ensures Services for Seniors is meeting all regulatory requirements including Fixing Long-Term Care Act, 2021 and Ontario Regulations 246/22 (O. Reg 246/22) and any other applicable legislation, regulations and directives.
  • Research and maintain current knowledge of emergency management best practices, incorporating into annual plan reviews. 

Skills & Qualifications

Essential 

  • Post-secondary education in business, disaster & emergency management, business continuity and/or crisis/incident management  
  • Minimum of three (3) years’ experience in business continuity and knowledge of Long-Term Care operations.
  • Knowledge and application of related legislation such as Fixing the Long-Term Care Act, 2021 and Ontario Regulations 246/22 (O. Reg 246/22), and the Emergency Management & Civil Protection Act, and Ontario Regulation 380/04 (0. Reg 380/04)

Preferred 

  • Degree, diploma or certificate in Emergency Management
  • Certification as a Business Continuity Professional and/or a Community Emergency Management Coordinator, is considered an asset.
  • Certification from Emergency Management Ontario in Emergency Management 200 and Incident Management 100 and 200, is considered an asset.
  • Strong communication and facilitation skills, with experience engaging and collaborating with diverse stakeholders across multiple levels of the organization.
  • Demonstrated ability to communicate clearly and effectively in writing, including summarizing complex information—such as legislation, research, and technical content—into clear, plain language materials.
  • Excellent oral communication and presentation skills, with the ability to convey information confidently and adapt messaging to varied audiences.
  • Advanced computer proficiency, including Microsoft 365 applications and SharePoint.
  • Proven ability to manage multiple priorities, balance competing deadlines, and maintain exceptional organizational and time management skills in a fast paced environment.

Working/ Employment Conditions

Working Conditions

  • Travel between long-term care homes and community programs is required; incumbent must supply their own transportation.
  • Participation in Halton Region's Emergency Management On-Call program.
  • Occasional work outside standard hours will be required to meet operational priorities.
