Job Summary

Reporting to the Manager of Integrated Talent, this position will lead the employee engagement framework; measuring the engagement of Halton’s workforce and developing and delivering programs to support and promote employee engagement with a focus on employee development as a driver of engagement. 

 

This role also assumes responsibilities in talent acquisition, including attraction strategies, onboarding design, early employee experience, internal mobility, and system-enabled recruitment practices, working in close partnership with the Talent Acquisition team.


 

Key Duties

  • Design, administer, and analyze employee engagement surveys, including annual engagement and regular pulse surveys.
  • Collaborate with Communications on employee communications that enhance engagement and employee experience.
  • Lead the design and evaluation of onboarding and offboarding programs to support positive employee transitions and continuous improvement.
  • Provide subject matter expertise in the design and delivery of corporate leadership and employee development programs.
  • Support the development of coaching frameworks and initiatives that strengthen leadership capability at all levels.
  • Partner with the Talent Acquisition team to support the delivery of integrated talent attraction, selection, and onboarding strategies aligned with organizational development and engagement priorities.
  • Provide advisory support on recruitment practices with a focus on candidate experience, hiring manager experience, equity, and inclusion.
  • Provide guidance and coordination of day-to-day priorities within the Organizational Development and Talent Acquisition teams.
  • Providing subject matter expertise when required in support of the Success Factors implementation project
  • Act as a mentor and subject matter resource to team members and HR colleagues.

Preferred Background

The successful candidate will possess a relevant combination of education and experience in strategic human resources, defined by:

  • Demonstrated ability to lead through influence, consultation, and subject matter expertise.
  • Strong understanding of organizational development, employee engagement, and the employee lifecycle.
  • Knowledge of recruitment best practices, onboarding design, and the role of talent acquisition in shaping culture and employee experience.
  • Demonstrated ability to partner with Talent Acquisition teams and hiring leaders to support attraction, selection, onboarding, and internal mobility initiatives.
  • A developing knowledge of and commitment to principles and best practices in Diversity, Equity and Inclusion.
  • Experience applying design thinking and continuous improvement methodologies to people programs and service delivery.
  • Ability to analyze workforce, survey, and recruitment data and translate insights into actionable improvement strategies.
  • Strong communication and relationship-building skills with employees and leaders at all organizational levels.
  • Knowledge and insight in other areas of human resources management including compensation and benefits, employee relations, disability management and wellness, workforce planning, and change management. 
  • Understanding of Halton’s service environment, including the Region’s Strategic Plan, and operational knowledge of the Region’s Departments. 
  • Demonstrated knowledge of the SAP SuccessFactors suite of modules, including Learning, Recruiting and Onboarding
  • Business consulting skills and the ability to tailor solutions to departmental needs.
  • Superior customer service skills and an employee-centric approach to HR service delivery.
  • Judgment, diplomacy, discretion, and a strong commitment to confidentiality.
  • Ability to collaborate, influence, and build trust across multidisciplinary teams.
