Job Summary
The Manager of Water & Wastewater Planning will provide strategic leadership, direction, and oversight for the planning and management of Water and Wastewater assets within the Public Works department. This role includes developing and administering planning initiatives while leading a team of professional staff, technical specialists, and project managers.
Duties & Responsibilities
- Lead and oversee functional service groups responsible for Infrastructure Planning and Hydraulic Analysis related to water and wastewater services.
- Manage the completion of Class Environmental Assessments (EA) and Infrastructure Master Plans to support the planning and implementation of essential water and wastewater infrastructure.
- Oversee the development of the Region’s hydraulic models for water and wastewater infrastructure for use in operational improvements, infrastructure planning and development review.
- Provide technical expertise in water and wastewater systems to support the development of key plans, including Corporate Plans, the Development Charges (DC) Background Study, the DC By-law, and capacity analysis reports to ensure infrastructure can accommodate projected growth within Halton Region.
- Oversee the provision of input into development applications with respect to availability of water and wastewater infrastructure, hydrogeological assessment and the impact of engineered infrastructure expertise.
- Monitor and provide updates on related water and wastewater legislation and regulations in order to advise stakeholders on changes that can impact service delivery or system requirements.
- Effectively manage customer relationships with the various stakeholders including external agencies, the public and neighbouring municipalities through the provision of project information and participation in working groups.
- Coordinate activities with other Regional departments and all divisions within the Public Works department.
- Support the development of infrastructure staging plan for water and wastewater services.
- Responsible for the management of the area’s human resources through the use of effective coaching/mentoring, recruitment, performance management, staff development, and succession planning principles.
Skills & Qualifications
- University degree in Civil Engineering or a related discipline.
- Professional Engineering designation (P.Eng).
- Minimum 7 years management experience in a Water and/or Wastewater related field.
- Technical knowledge in the areas of planning, engineering and construction of Wastewater Collection, Water Distribution, Water and Wastewater Treatment, Water Efficiency and regulatory/legislative compliance.
- Demonstrated knowledge of the Environmental Assessment (EA) process to ensure master plans and Class Environmental Assessments are completed in accordance with legislative requirements.
- Demonstrated knowledge of relevant legislation and regulations including those imposed by the Ministry of Environment (MOE) and the Occupational Health and Safety Act Knowledge of financial requirements, budgeting, cost control, and prioritization of competing priorities in order to effectively address needs vs. funds.
- Project Management experience and municipal management experience an asset
