Job Summary

This role will support Halton Region’s Strategic Action Plan and Digital Strategy, to modernize access to services by expanding our digital service offerings and enhancing the customer experience. Reporting to the Project Manager III, this role will bring new ideas and innovation to projects, and work closely with stakeholders to design and implement a digital-first approach to service delivery that is well-coordinated and supports all channels including website, mobile apps, telephone, in-person, and kiosks. This role will collaborate with a variety of Subject Matter Experts (SMEs) to manage the successful delivery of multiple projects; on time, on budget, and within scope.

Duties & Responsibilities

 

  • Manage the successful delivery of projects on time, to budget, and within quality and scope to realize the goals of the Digital Strategy.
  • Develop detailed project management documentation such as Project Charters, Project Management Plans (including subsidiary plans), Integrated Project Plans, Process Flows, Use Case Diagrams, and Work Breakdown Structure. 
  • Documents, reports and escalates variances to plan and suggests a course of action as required, including working with the team to identify, anticipate and manage project issues and risks, escalating risk/issues that are unresolved to management.
  • Lead multi-disciplinary project teams consisting of subject matter experts from other departments, staff from Regional partner organizations, externally contracted consultants, and vendor representatives.
  • Collaborates with all levels of the organization and project team members to uncover pain points and opportunities to accelerate the delivery of new value-added solutions.
  • Responsible for all aspects of contract management and administration with vendors and contractors including negotiation terms and conditions, contract creation, execution, and effective management and control throughout the project term.

Skills & Qualifications

Essential 

  • A degree or diploma from a recognized University or College in Business, Computer Science, or equivalent. 
  • A minimum of two (2) years of project management experience.
  • Possess, or be working towards, a Project Management Professional (PMP) or Certified Associate in Project Management (CAPM).
  • Have, or be working towards IASSC Lean Six Sigma certification. 
  • Knowledge of the latest developments and leading practices in the project management industry and profession, (e.g., PMBOK®) and familiarity with best practices with knowledge of project management life cycles from initiation to close. 
  • Familiar with SDLC process including planning for all phases from define requirements, design, build/develop, QA, UAT, Release/Production.
  • Strong working knowledge and experience with scheduling and project management tools such as MS  Project, Jira, or project management tools.
  • Ability to independently manage multiple projects, prioritize multiple conflicting priorities, and demonstrated the ability to respond to frequently changing priorities.
  • Collaborative attitude, willingness to work with team members as a leader and member of the project team.
  • Excellent oral and written communication skills to present and facilitate projects and concepts to high standards with comfort in front of SMEs, senior management, and project management teams.
  • Excellent customer service skills, along with a strong sense of political acuity, and interpersonal, analytical, and organizational skills. 
  • Ability to take initiative and strong follow-up and follow-through skills.

 

Preferred

  • Experience following Agile principles, using Scrum or other Agile Frameworks.
  • Knowledge of customer relationship management platforms (Salesforce), contact centre technologies (Genesis, inContact, Avaya, ACD, Digital platforms, IEX), and business intelligence technologies.
