Job Summary
Reporting to the Senior Project Manager, Asset Management, this position will contribute to asset management obligations and initiatives within the Public Works department. The Project Manager II, Asset Management will be responsible for capital programming and asset management related to public works water, wastewater and solid waste infrastructure, while maintaining good relationships with key partners. The Project Manager II, Asset Management will be responsible for managing and implementing asset management data and information requirements for capital programming, asset lifecycle modelling, asset risk assessments and maintaining asset risk registers, the technical level of service, key performance measures tracking and reporting.
Duties & Responsibilities
- Manage and coordinate infrastructure asset management related consultants, report and analysis on tendering processes, project scheduling and budgeting requirements.
- Planning of the 10-year State of Good Repair (SOGR) capital program, which includes the identification, prioritization and coordination of infrastructure projects (i.e. rehabilitation, service improvement and growth related).
- Applies asset management principles to actively review and measure performance through the municipal infrastructure base in order to define and prioritize capital budget needs.
- Responsible for leading and implementing continuous improvement processes
- Participate and assist in the development and application of department’s project management, specifications, policies and procedures.
- Collects and reviews operational and maintenance data to perform trend analyses used to program the State of Good Repair (SOGR) capital program, including familiarity with GIS infrastructure data and performing spatial/statistical analysis.
- Develop and implement process improvements to project management services in collaboration with other staff. Ensure the full involvement of client divisions/departments in the implementation of Regional projects, including coordinating the participation of infrastructure planning.
- Researches and makes recommendations to enable a risk-based apporach to the SOGR program. Maintain working relationships with all partners.
- Perform other duties as assigned.
Skills & Qualifications
- Diploma or Degree in the field of Engineering, Applied Science, Accounting , Business Administration or a related field of study.
- Asset Management Certification.
- Minimum of five (5) years directly related experience in capital program planning and asset management.
- Demonstrated ability to develop and prepare accurate financial and data analysis within critical timelines.
- Advanced skills in computer programs, primarily MS Excel or similar data analysis applications.
- Critical thinking skills to analyze, evaluate, conceptualize, and apply information gathered externally, through education, research and internally through conversations, with partners on public works asset management and financial management programs, policies and practices at Halton.
- Problem solving skills to identify and resolve various dynamic issues.
- Creative resolution skills to address and resolve interdepartmental, cross-divisional, cross departmental competing partner issues.
