Job Summary

Reporting to the Manager of Asset Management, the Senior Project Manager in the Capital Programming section of Public Works Asset Management Team will be responsible for coordinating capital budgeting, maintaining risk assessment registers, and monitoring and reporting on the performance of water, wastewater, transportation, and solid waste infrastructure. The role will also contribute to ongoing asset management initiatives in alignment with continuous improvement objectives.

Duties & Responsibilities

  • Supervises Project Managers within the Capital Programming section and works collaboratively with Public Works program areas to coordinate and plan the department’s annual 10-year capital budget.
  • Reviews business cases and project charters to support effective and strategic capital programming decisions.
  • Leads the coordination of annual updates to the Public Works risk register by facilitating risk assessments of capital project needs in collaboration with all program areas.
  • Oversees the development and maintenance of infrastructure staging plans in partnership with internal stakeholders across Public Works.
  • Coordinates the monitoring and reporting of active capital projects to identify trends, inform decision-making, and support continuous improvement in capital planning and delivery.
  • Leads the development and implementation of asset management process improvements in collaboration with internal teams.
  • Provides leadership, mentorship, and coaching to staff while supporting their professional growth and development.
  • Represents the Asset Management team on various departmental and corporate committees, as required.
  • Liaises with Regional staff to support the use and development of data management tools that facilitate asset management and long-term capital programming and budgeting.
  • Performs other duties as assigned.

Skills & Qualifications

  • Post-secondary degree or diploma in Engineering, Applied Science, Commerce, Business Administration, or a related discipline.
  • Possession of one of the following professional designations or equivalent credentials: Professional Engineer (P.Eng), Certified Engineering Technologist (CET), Chartered Professional Accountant (CPA), Master of Business Administration (MBA) or related Masters Degree.
  • A minimum of five (5) progressive experience in capital budgeting, asset management, planning, design, and/or construction of water, wastewater, and/or transportation infrastructure.
  • Certification in Asset Management or Project Management Professional (PMP) designation, or an equivalent credential, is required.
  • Proven ability to conduct and present accurate financial and data analysis within tight deadlines.
  • Advanced proficiency in Microsoft Excel and/or other data analysis tools.
  • Strong critical thinking skills, with the ability to evaluate complex information, apply sound judgment, and make well-informed recommendations.
  • Demonstrated problem-solving abilities, with a creative and strategic approach to resolving dynamic and often competing priorities across departments or divisions.
