Job Summary

Responsible for the operation and maintenance of the Regions Road network, including asset management, road patrol and capital and operating budget development to maintain the network in a state of good repair.

Duties & Responsibilities

  • Supervise a diverse team of professional and administrative staff.  Responsible for managing recruitment, time and attendance, performance and recognition, professional development, coaching, mentoring, and health and safety.
  • Plan, assign, and monitor staff working on the Region’s Road Operation, Maintenance and safety program. 
  • Develop, monitor and report on the capital and operating budgets related to these activities to ensure effective cost control.
  • Supervise and coordinate road patrol staff, routes and required maintenance in adherence to Ontario Regulation 239 and Halton’s maintenance agreements with local municipalities.
  • Coordinate reviews and comments for various permits including entrance, road occupancy, excavation and over size trip permits.
  • Prioritize, assign, and monitor the work performed by staff to ensure established processes, procedures, service levels, performance metrics and safety standards are met to ensure Regional roads are kept in a state of good repair.
  • Supervise the review and comments for traffic management plans, road closures and detours for various capital and development construction projects on Regional Roads.
  • Coordinate and assist in the development of the Region’s Asset Management program for all road related assets.
  • Review and analyze work methods and recommend changes to Regional policies, By-laws, standards, work processes or technology.
  • Establish and maintain effective working relationships with internal and external stakeholders (Contractors, Consultants, and Local Area Municipal staff) to resolve maintenance conflicts and obtain required approvals.  
  • Respond to customer inquiries or complaints related to Road Operations and Maintenance in accordance with corporate customer service standards.  Ensure issues are resolved promptly, decisions are appropriately documented and communicated to appropriate stakeholders (public, local municipalities and internal staff). 

Skills & Qualifications

 Essential

  • Three-year diploma in Civil Engineering or Transportation Technology from a recognized Community college.
  • Five to ten (5-10) years directly related experience in roadway operations and maintenance practices, procedures, asset management and life cycle principles.
  • Certified, or be eligible to be certified, as an engineering technologist with OACETT.
  • Able to understand and apply principles and methods of transportation engineering and roadway design with a demonstrated ability to read and interpret technical reports, plans, codes and regulations.
  • Thorough knowledge and understanding of provincial and federal legislation applicable to Road Operations including the Occupational Health and Safety Act, Highway Traffic Act, Weed Control Act and Minimum Maintenance standards (regulation 239).
  • Demonstrated ability to set priorities and meet objectives using strong customer service, team leadership capabilities and effective communication and collaboration skills with internal and external stakeholders.
  • Proficiency with Microsoft Office suite.

Working Conditions

  • Travel will be required between locations within Halton Region; must supply own transportation at times.  
  • Flexibility in working hours may be required to provide afterhours standby coverage and respond to after hours callouts.
