Job Summary
Lead and support regulatory compliance projects related to operations, environmental, occupational health & safety initiatives. The candidate would support and maintain the Drinking Water Quality Management System (DWQMS) and the Quality, Environmental Safety Team Integrated Management System (QUEST) across Public Works Department services, such as water and wastewater treatment, water distribution, wastewater collection, waste management, engineering and construction, road operations and maintenance.
Duties & Responsibilities
- Provide technical, administrative and analytical expertise to support the management systems DWQMS and QUEST.
- Lead and support regulatory compliance and quality initiatives related to operational, environmental, occupational health & safety projects for Public Works services.
- Ensure compliance obligations are met for various external stakeholders i.e. preparing regulatory reports, inputting data into an online portal, coordinating the collection of data from across multiple teams.
- Liaise with regulators as required to support compliance and conformance programs.
- Assist in writing operational procedures across all Public Works services in support of DWQMS and QUEST. Ensure field documents are up-to-date, accurate and conform to regional policies and procedures.
- Support the development and mapping of processes for quality control and environmental, health and safety compliance.
- Conduct internal DWQMS audits, QUEST and compliance audits related to environmental and OH&S initiatives and other established Public Works processes.
- Assist in the review, preparation and collection of information required for benchmarking, auditing, inspections and investigations.
- Administer and support the learning management system software called SuccessFactors (i.e. upload of training files and development of training curricula) as well as the management system software called Intelex (i.e. document creation and migration, staff training and support etc.)
- Assist in the upload of training records, development of training curricula, tracking of training certification and licencing, and generation of training related reports.
- Assist in the delivery of training and development of training modules using the Articulate 360 software related to compliance, environmental, occupational health & safety programs.
Skills & Qualifications
- Degree or diploma in Occupational Health & Safety, Civil Engineering, Environmental Science, Environmental Technology or other related programs.
- Three to five (3 to 5) years of Regulatory Compliance experience.
- Proficiency in Microsoft Office applications.
- Strong analytical, organizational and problem-solving skills.
- Ability to multi-task, prioritize and adapt quickly to change.
- Must have excellent written and verbal communication skills plus presentation skills.
- Ability to work both independently and as a member of a team.
- Knowledge of related federal and provincial legislation related to the Public Works services such as Environmental Protection Act, Ontario Safe Drinking Water Act, Ontario Water Resources Act, Fisheries Act and the Occupational Health & Safety Act.
