Job Summary

Reporting to the Manager of Permits and Inspections, the positions are technical, onsite leads for the Region to ensure quality control, assurance and acceptance of municipal infrastructure: water, wastewater, and storm water, along with Regional Roads. The positions monitor, inspect and document construction activities and coordinates with Regional staff, consultants, developers, contractors, external agencies and the public to ensure Regional Development construction projects are completed as per Regional Standards.

Duties & Responsibilities

  • Perform detailed field inspections of water, wastewater, storm sewer and road construction for development projects to ensure assets and the materials and methods used during construction comply with all related permits, regulations, standards and contract documents, drawings & specifications.
  • Create and maintain accurate and detailed project records for financial and technical purposes (e.g. as-constructed drawings, test reports, daily diary).
  • Perform, arrange and/or witness quality assurance and quality control testing of linear water, wastewater, storm sewer and road assets and related construction materials.
  • Coordinate project activities (e.g., shutdowns, road closures and testing) between the Region, consultant and the contractor to maintain water quality, minimize service disruptions to the public, and ensure compliance with regulations.
  • Provide technical support to the Regional Development Project Manager, consultants and contractors regarding construction methods and staging (i.e., sequencing of events) as well as resolution to design issues arising through construction.
  • Create and maintain professional relationships with Regional staff, Local Municipal staff, Developers, consultants, contractors, emergency services (i.e. fire), Councilors, Regulatory Authorities and the public.
  • Communicate in a professional and courteous manner with residents and businesses regarding project information, mitigating impacts and resolving issues related to construction.
  • Operate various technical equipment to undertake backflow testing, take measurements and complete materials testing.
  • Support the Development Services Department by rotating into Permits Inspection from time to time.
  • Demonstrate independent problem solving and draws upon construction experience to resolve or recommend the best approach to technical challenges.
  • Perform other duties as assigned.

Skills & Qualifications

Essential

  • Diploma in Civil Engineering (Municipal) or equivalent from a recognized community college.
  • Three to five (3-5) years or more related experience in construction of municipal infrastructure.
  • One to three (1-3) years or more of direct experience in inspection of municipal infrastructure.
  • A minimum Level 1 Drinking Water Operator license, or ability to be obtained within the first year of employment. An Operator-in-Training (OIT) may also be considered.
  • Certified, or eligible to be certified, as an Engineering Technician/Technologist with Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
  • Knowledge and understanding of Ontario Provincial Standards (OPS), American Water Works Association Standards (AWWA), Ontario's Safe Drinking Water Act (SDWA).
  • Knowledge of backflow prevention and cross connection control.
  • Familiar with Health & Safety Regulations especially related to construction, and possess the ability to interpret and apply design standards and contract documents, drawings & specifications.
  • Strong customer service skills and the ability to demonstrate effective time management skills is required along with a commitment to quality and compliance.
  • Familiarity with project management tools, work order management systems or spatial data applications is an asset
  • An equivalent combination of education and experience will be considered.

  • Daily travel will be required; incumbent must provide their own transportation or operate a Regional vehicle if available.
  • Construction inspection requires availability to work seasonal overtime hours.
