Job Summary
Reporting to the Director, Water & Wastewater System Service, the Manager – Infrastructure & System Performance, will be responsible for providing strategic leadership and management for infrastructure performance in Water & Wastewater Service Systems. This role oversees a group of professional staff: engineers, technical specialists and project managers dedicated to infrastructure and system performance of the Region’s water and wastewater system.
Duties & Responsibilities
- Lead, manage and develop functional service groups in the areas of water system performance including water efficiency programs.
- Oversee the development and implementation of the Region’s water and wastewater asset condition assessment, and maintenance capital and budget planning.
- Provide technical expertise for system upgrades, capacity improvements, and long-term infrastructure planning to support regional growth
- Investigate the condition of existing infrastructure to maintain them in a state of good repair. This includes the exploration and implementation of leading-edge technology for water and wastewater condition assessments as appropriate.
- Oversee development of the State of Good Repair capital project list for water and wastewater systems in conjunction with operations groups ensuring criticality and risk of failure are considered
- Lead various projects and oversee team responsible for conducting condition assessments and identifying operational improvements in the water and wastewater systems.
- Investigate and identify areas of pressure limitations, possible leaks and high inflow and infiltration. As required, guide rehabilitation projects to mitigate water loss, maintain water pressure and mitigate excessive extraneous flows in the system.
- Provide input into development applications and local improvements including the assessment of water and wastewater system services and the impact of engineered infrastructure. This information will be communicated across the division to ensure planning is properly informed.
- Develop and manage operational budgets to ensure financial stewardship of program and capital resources
- Manage the area’s human resources through the use of effective recruitment, performance management, staff development, and succession planning principles. This includes providing guidance and direction by way of performance objectives and developmental opportunities.
Skills & Qualifications
- Post-secondary education in Civil Engineering or a related discipline
- Professional Engineering designation (P.Eng).
- Minimum 7 years of management experience in Water and/or Wastewater related field This position will require in-depth technical knowledge in the areas of Water Distribution and Wastewater Collection, and regulatory/legislative compliance and a working knowledge of Water and Wastewater Treatment.
- Must have current working knowledge of emerging or evolving technologies or emerging industry best practices to identify and capitalize on business opportunities for achieving improved efficiency, customer service, cost reductions, and maximizing infrastructure.
- Broad knowledge of the inter-relationship of infrastructure with finance, legal, planning matters related to growth, and knowledge in specific project activities relating to environmental and technical matters combined with an understanding of legislative requirements affecting program delivery.
- Strong communication, presentation, and public engagement skills with demonstrated ability to negotiate, influence, and work effectively across complex stakeholder groups.
Working/ Employment Conditions
- A current (obtained within the past six (6) months), original and acceptable Criminal Records Check.
- The working environment is a hybrid work model as per the Region’s Hybrid policy, and requirement to travel to operational facilities or other municipalities as required. The incumbent must provide their own transportation.
- This position may also have contact with residents, senior management, members of Regional Council, and both governmental and non-governmental organizations.
