Job Summary
Reporting to the Director, Water & Wastewater System Services, the Manager - Wastewater System Performance is is responsible for providing strategic leadership and technical expertise for wastewater system performance improvements and basement flooding mitigation across the Region. This role oversees a group of professional staff: engineers, technical specialists and project managers dedicated to wastewater performance for the development and continuous improvement of the Region’s wastewater system.
Duties and Responsibilities
- Lead, manage and develop functional service groups in the areas of wastewater system performance.
- Oversee the development and implementation of the Region’s basement flooding mitigation program.
- Provide technical expertise towards the development of various infrastructure performance improvement solutions to mitigate basement flooding.
- Investigate the performance of existing infrastructure to maintain them in a good functional state. This includes the exploration and implementation of leading-edge technology for wastewater system assessments as appropriate and improvement recommendations to the State of Good Repair capital project list.
- Direct research on basement flooding mitigation, system inflow and infiltration, and sewer system capacity to ensure the health and safety of residents and businesses within the Region.
- Oversee team responsible for conducting technical studies and investigations related to wastewater system performance and basement flooding.
- Effectively manage customer relationships with the various Halton stakeholders including external contractors, the public and local municipalities through the provision of project information.
- Prepare Council Reports and make presentations to Council and/or the Public.

- Develop and manage operational budgets to ensure financial stewardship of program and capital resources
- Responsible for the management of the section’s human resources through the use of effective recruitment, performance management, staff development, and succession planning principles. This includes providing guidance and direction by way of performance objectives and developmental opportunities.
- Monitor and continuously provide updates on wastewater infrastructure performance in order to advise stakeholders on changes that can impact service delivery or system requirements.
- Provide input into development applications and local improvements including the assessment of wastewater system services and the impact of engineered infrastructure. This information will be communicated across the division to ensure planning is properly informed.
Skills & Qualifications
- Post-secondary education in Civil Engineering or a related discipline
- Professional Engineering designation (P.Eng).
- Minimum 7 years of management experience in Water and/or Wastewater related field
- In-depth technical knowledge in the areas of Wastewater Collection, and regulatory/legislative compliance and a working knowledge of Water and Wastewater Treatment.
- Must have current working knowledge of emerging or evolving technologies or emerging industry best practices to identify and capitalize on business opportunities for achieving improved efficiency, customer service, cost reductions, and maximizing infrastructure.
- Broad knowledge of the inter-relationship of infrastructure with finance, legal, planning matters related to growth, and knowledge in specific project activities relating to environmental and technical matters combined with an understanding of legislative requirements affecting program delivery.
- Strong communication, presentation, and public engagement skills with demonstrated ability to negotiate, influence, and work effectively across complex stakeholder groups.
Working/ Employment Conditions
- A current (obtained within the past six (6) months), original and acceptable Criminal Records Check.
- The working environment is a hybrid work model as per the Region’s Hybrid policy, and requirement to travel to operational facilities or other municipalities as required. The incumbent must provide their own transportation.
- This position may also have contact with residents, senior management, members of Regional Council, and both governmental and non-governmental organizations.
