Job Summary
Provides technical expertise and leads in the delivery of the proactive and reactive Water Meter Program with a focus on monitoring and optimizing water meter accuracy to maximize Halton’s water revenues to its full potential, reduce non-revenue water, and maintain customer service excellence.
Duties & Responsibilities
- Manage multiple contracts, projects, contractors and consultants in the delivery of Halton’s water meter program and work closely with external project managers to monitor project schedules, deliverables and budgets.
- Analyze Halton’s water meter population to determine proactive replacement and maintenance cycles including reviewing complex commercial surveys and plumbing situations to match meter type to property use and to determine cost/benefits of recommending maintenance vs. replacement.
- Monitor, analyze and report on meter asset accuracies and water reading & billing fluctuations to recommend changes and adjustments to Halton’s water meter programs.
- Liaise with Finance in equating meter maintenance activities and replacement strategies to minimize revenue fluctuations and investigating/ troubleshooting irregularities with customer accounts.
- Oversee Contractors and Consultants retained to assist with meter maintenance and replacement activities.
- Educate and communicate Halton’s water meter program to both residential & commercial/industrial/ institutional customers.
- Respond to escalated or sensitive issues related to ensuring customer’s water meters are installed to Halton’s standards, giving Halton access to water meters on private property, or plumbing issues.
- Participate and provide expertise in implementing new meter technologies by researching and investigating current and emerging market trends. Assist in implementation of new water meter technologies by recommending strategic solutions and executing program delivery.
- Lead office administration staff and direct field personnel in the issuing and completion of water meter work orders and communication of completed work to local Hydro authorities.
Skills & Qualifications
- Post-secondary degree or diploma.
- Minimum of three to five (3-5) years related experience.
- Knowledgeable in water meters and reading technologies including installation, testing, repair and maintenance of small and large water meters and complex plumbing situations.
- Possess superior program planning, project management, customer service skills, communication skills, effective time management and resource management skills in order to ensure timely completion of assignments and delivery of programs.
- Knowledge of the Ontario Safe Drinking Water Act, Municipal Clean Water Act, Ontario Building Code, Plumbing Code, American Water Works Association (AWWA) Standards, Region of Halton Water Meter Standards, and Water By-laws.
- Proficiency with MS Office, and Computerized Maintenance Management Systems (CMMS)
- Engineering Technologist Diploma (C.E.T) and/or Project Management Professional (PMP) designation.
- Meter Installer Certificate.

Working Conditions
- Travel between sites within and occasionally outside Halton Region is required. Must provide own transportation.
- Flexibility in working hours will be required; occasional work outside of regular office hours may be required.
