Project Manager I - Engineering, Construction, and Transportation Management (ECTM)

Job Summary

Reporting to the Senior Project Advisor, Engineering, Construction and Transportation Management (ECTM), the Project Manager I is responsible for planning, coordination, and delivery of numerous capital municipal infrastructure projects. The role manages projects through the full lifecycle, including preliminary and detailed design, approvals, procurement, construction, commissioning, warranty and closeout. Projects may include water and wastewater linear infrastructure, transportation improvements, wastewater pump stations, waste management infrastructure, water booster stations and reservoirs.

Duties & Responsibilities

• Plans and manages the delivery of capital projects, primarily state of good repair work, from initiation to preliminary and detailed design, permitting, property and utility coordination, procurement, construction, warranty and ultimately closeout.
• Leads procurement of consulting engineering services through Request for Quotations (RFQ) and Request for Proposals (RFP) and contracting services through Request for Prequalification (RFPQ) and Request for Tender (RFT) processes. Participates in evaluation, contract award, negotiation, and contract administration activities.
• Co-ordinates, manages and leads consultants, contractors, and various other vendors to successfully deliver capital projects. This includes regular reporting, formal and informal meetings, vendor performance reviews, and utilization of various project management tools as required.
• Manages all aspects of assigned projects including, but not limited to, scope, budget, schedule, contract administration, change management, risk, and quality. Utilizes project management plans, risk registrars, schedules, project charters, change management documentation, and tracking logs to support project delivery.
• Builds and maintains working relationships with internal stakeholders, external agencies, utility providers, property owners, consultants, contractors, and regulatory authorities to facilitate successful project delivery.
• Conducts quality assurance of project deliverables through including, but not limited to, design review workshops, budgeting, risk management and constructability reviews.
• Ensures all necessary regulatory approvals and permits are in place prior to tendering, along with properties and utility relocations. 
• With the assistance of senior staff, represents Halton Region at public consultations, presentations, open houses, and face-to-face interactions with the public, contractors, and regulatory agencies.
• Researches into and recommends innovative technologies, techniques and materials in the design and construction of water, wastewater, stormwater and transportation infrastructure.
• Ensures the full involvement and collaboration of client divisions and supporting departments throughout project delivery, including infrastructure & environmental services, water/wastewater operations, system services, development services, asset management, and road operations. This also includes coordination with internal ECTM groups such as surveying, inspections, and the Engineering Management Office (EMO).
• Ensures that the works are designed and constructed in compliance with the RFP and tender contract documents.
• Participates as a contributor in the value engineering exercises to ensure all infrastructure meets its intended functions in accordance with the project scope.
• Ensures that any project inquiries received from the public or other relevant stakeholders are resolved in a timely manner.
• Prepares technical reports, briefing materials, and staff reports to Regional Council.  
• Provides input to continuous improvement of Halton’s project delivery processes and tools.  
• Performs other duties as assigned.

Skills & Qualifications

Essential

• Post-secondary education in Engineering or Applied Sciences.
• Must be eligible to obtain Certification in Ontario as a Professional Engineer (P.Eng.) or a Certified Engineering Technologist (C.E.T.) within 4 years.
• Demonstrated experience delivering applicable planning, design and/or construction municipal infrastructure projects.
• Demonstrated experience in applying water, wastewater, waste management or transportation industry best practices, standards and guidelines.
• Demonstrated understanding of water, wastewater, waste management and/or transportation design and construction practices.
• Demonstrated ability to manage multiple concurrent projects and competing priorities in a fast-paced environment.
• Demonstrated project management, strategic planning, organization, analytical, and problem-solving skills.
• Demonstrated understanding of managing consultant and/or contractor vendors.
• Demonstrated ability to lead, motivate and delegate work in a project team setting.
• Demonstrated budget and schedule preparation and tracking experience. 
• Demonstrated strong interpersonal, facilitation, presentation, negotiation, and written communication skills, with the ability to communicate effectively with technical and non-technical audiences.
• Knowledge of evolving technologies, engineering and construction methodologies, and familiarity with relevant standards, documentation, and legislation. Including but not limited to: Safe Drinking Water Act, Clean Water Act, Ontario Water Resources Act, Environmental Protection Act, American Water Works Association Standards, Construction Act, Ontario Provincial Standards (OPSS), Canadian Construction Documentation Committee (CCDC), Occupational Health and Safety Act, Highway Traffic Act, Species at Risk Act, Municipal Act, etc.

Preferred 

• P.Eng or CET designation, or eligible for registration within four (4) years.
• Project Management Professional (PMP) designation or progress towards obtaining it.
• A minimum of three (3) years of experience delivering applicable planning, design and/or construction municipal infrastructure projects.
• Experience working in a municipal, consulting, or contracting environment.

An equivalent combination of education and applicable experience may be considered.

Working/ Employment Conditions

Working Conditions

• This position is eligible for Halton Region’s Hybrid Work Program. 
• Flexibility in working hours will be required as there may be frequent trips to operational facilities and project sites.
• Travel is required between locations within Halton Region, the incumbent must have and supply own transportation.

Employment Conditions

• A current (obtained within the past six (6) months), original and acceptable Criminal Records Check, by the first day of employment.
• The incumbent will be required to provide a copy of their driver’s license by their first day of employment.
