Job Summary

Reporting to the Senior Project Advisor, the Project Manager 1 - Road Operations is responsible for managing programs related to Halton Region’s advanced traffic management system, providing improvements to roadway asset rehabilitation and replacement strategies while enabling a more effective approach to managing urgent and emergency related roadway infrastructure rehabilitations. This position will provide technical support to staff responsible for Transportation Asset Management and participate in corporate projects such as the Advanced Traffic Management System, Asset Management and Maintenance Management Plan Projects, Asset Criticality and Decision Support System (DSS) Project. This position will also undertake project management of highly visible corporate projects and special projects.

Duties & Responsibilities

  • Provide project management and technical support for the Region’s Advance Traffic Management System and the required ITS components.
  • Supporting minor Capital works and initiatives, Intersection improvements, culvert and storm rehab and repairs, guide rail replacements, retaining wall rehab and replacements.
  • Reviews traffic staging plans, road design components, traffic signals designs and illumination designs for development and capital projects. 
  • Reviews/Evaluates transportation studies for transportation related impacts/analysis at the network and intersection level.
  • Provides technical support for various technical documents such as the Road Design Guidelines, Uniform Traffic Signal Specifications (UTSS), Landscape Design Guidelines, Storm Water Design Guidelines and Salt Management Plan.
  • Asset management related deliverables such as pro-actively monitoring the condition of all regional transportation assets through OSIM Inspections (Bridges / Culverts / Retaining Walls / Noise walls), 
  • Developing business cases and project charters for Capital improvements.
  • Facilitate the development of strategic transportation policies in accordance with Provincial legislation and Halton’s Strategic Plan and address the emerging needs of the community stakeholders.
  • Administers agreements through working with respective internal and external stakeholders such as Boundary Road, Maintenance Agreements.   
  • Provides input to continuous improvement working closely with the Engineering Management Office as well as upstream / downstream stakeholders. 
  • Provide recommendations and decisions about current and proposed policy options and the development and implementation of new policies to Senior Management. 
  • Represents Road Operations on internal and external stakeholder groups
  • Facilitates Capital Regional Road Project Charter / Design reviews and comments including Proposed improvements for issues or conflicts relating to Road Operations and Maintenance as well as Traffic Operations & Safety.
  • Reviews and collaborates with Engineering Capital group relating to Active Transportation and Complete Streets design
  • Performs other duties as assigned.

Skills & Qualifications

  • Post-Secondary Degree in Civil Engineering or accredited diploma in Civil Engineering with an emphasis on Transportation Engineering.
  • Ontario certification as a Professional Engineer (P.Eng.) or a Certified Engineering Technologist (C.E.T.).
  • Minimum of seven (7) years of progressive experience in Traffic Signals and Illumination Design, Intelligent Transportation Systems (ITS), Road Design, Traffic Engineering, Road Operations/Maintenance and Municipal Roadway Maintenance Planning and Operations.
  • Strong oral & written communication, facilitation, negotiation and dispute resolution skills, to successfully interface with multiple stakeholders, including regional staff, contractors, consultants, council and the public.  
  • Excellent technical knowledge and experience in planning, design, construction and commissioning of road, water and wastewater infrastructure, including best practices and evolving technologies methods.
  • Thorough understanding of the following transportation asset classes: Roads, Active Transportation facilities, Bridges, Tunnels, Culverts, Retaining Walls, Guide Rails, Storm Sewer and Signalized intersections. 
  • Demonstrated expertise in traffic operations, ITS, roadway maintenance operations, highway design, transportation planning, and capital and operating budget development.
  • Experience in project management and demonstrates knowledge of key principles including management of scope, schedule, budget, stakeholders, quality, and change, among others.
  • In-depth technical engineering and construction knowledge.
  • Expertise with Ontario Provincial Standard Specifications (OPSS), Ontario Provincial Standard Drawings (OPSD), MTO Geometric Design Standards, MTO Roadside Safety Manual, TAC Geometric Design Guidelines, Ontario Traffic Manuals including Book 7 - Temporary Conditions, Book 12 – Traffic Signals, Book 18 - Cycling Facilities, Book 15 – Pedestrian Facilities, Protected Intersection Guidelines and Storm Water Design Guidelines.

Working/ Employment Conditions

  • The successful incumbents must be flexible in working hours as there may be frequent trips to operational facilities and project sites.
  • Incumbent must supply their own transportation.
