Job Summary

Reporting to the Supervisor of Transportation Development Review, the Project Manager I is responsible for leading the technical review of development-related applications and planning studies and their impact on the Regional transportation network.  Key undertakings include applying transportation engineering and planning expertise to evaluate development proposals, coordinate technical reviews, provide recommendations on transportation infrastructure requirements, and protect the Region's long-term transportation interests through the municipal planning process.

Duties & Responsibilities

  • Undertake critical review of Regional transportation network and infrastructure impacts resulting from new development or alterations to the existing transportation system, including traffic operations, active transportation, access management, road safety, and noise impacts.
  • Review and provide comments on development applications including Draft Plans of Subdivision, Site Plan Applications, Official Plan Amendments, Zoning By-law Amendments, Consents, and related planning applications.
  • Review Transportation Impact Studies, Transportation Demand Management Plans, Noise Assessment Studies, Active Transportation Studies, and other supporting technical submissions.
  • Prepare transportation-related comments, conditions of approval, and recommendations for development applications and planning studies.
  • Coordinate transportation reviews with internal departments, local municipalities, conservation authorities, utility agencies, and external consultants.
  • Comment on transportation planning studies, Secondary Plans, Tertiary Plans, Environmental Assessments, and transportation-related projects undertaken by others.
  • Coordinate engineering submission reviews related to Regional transportation infrastructure with Engineering and Construction, Transportation & Mobility Planning, and Road Operations.
  • Coordinate the technical review of new noise walls and retrofits, upgrades, or modifications to existing noise walls associated with the Regional transportation network.
  • Represent the Region on technical committees, working groups, and stakeholder meetings.
  • Assist in the development of transportation policies, procedures, guidelines, and development review practices.
  • Prepare technical reports, correspondence, and presentations for management and internal stakeholders.
  • Perform other duties as assigned.

Skills & Qualifications

Essential

  • Post-secondary education in Transportation Engineering, Civil Engineering, Transportation Planning, or a related discipline.
  • Certification in Ontario as a Professional Engineers Ontario (P.Eng.) or Certified Engineering Technologist (C.E.T.).
  • Minimum of four to six (4-6) years of progressive experience reviewing and evaluating development impacts on transportation networks, including Transportation Impact Studies, Active Transportation Plans, Transportation Demand Management initiatives, Noise Assessments, Access Permits, and Land Dedication requirements.
  • Strong understanding of municipal planning processes, Planning Act approvals, transportation engineering principles, and industry standards including ITE, TAC, HCM, and OTM guidelines.
  • Strong analytical, problem-solving, project management, and organizational skills.
  • Excellent verbal and written communication skills to prepare reports and recommendations and interact with internal and external stakeholders.
  • Familiarity with transportation analysis and modelling software including Synchro, EMME, VISSIM, ArcGIS, and Microsoft Office.

Preferred

  • Experience working within a municipal or public-sector environment.
  • Project Management Professional (PMP) designation.

Working/ Employment Conditions

  • Valid Ontario Class G Driver's Licence.
