Job Summary
Reporting to the Manager, Capital Engineering and Construction, the Senior Project Advisor is responsible for the delivery of a suite of major transportation (roads), waste management, linear and vertical water distribution and wastewater collection capital projects, utilizing a combination of in-house and external resources. This position also oversees a team of skilled Project Managers providing day to day supervision, mentoring and coaching. The Senior Project Advisor is also responsible as a Project Manager for their own projects.
Duties & Responsibilities
- Manage numerous capital projects, informing the planning projects from start of preliminary design through to construction and commissioning.
- Provide coaching and mentoring to a diverse group of staff including Professional Engineers, and technical staff.
- Evaluation and selection of consulting engineering firms for the design and construction of capital works.
- Represent the Region on projects, contributing to the design and ensuring compliance with contract documents.
- Ensure the full involvement of client divisions/departments in the implementation of Capital Projects including coordinating the participation of infrastructure planning, water/wastewater operations and maintenance and road operations staff.
- Demonstrate and exercise effective cost and schedule control of Capital Projects.
- Ensure that the works are constructed in compliance with the contract documents.
- Ensure that any enquiries received from the public during the work period are resolved in a timely manner.
- Provide input to continuous improvement working closely with the Engineering Management Office as well as upstream/downstream stakeholders.
- Contribute as a stakeholder to the planning of the 10-year capital (state of good repair) and development (allocation) programs.
- Ensure that all projects are delivered within expected timelines and in accordance with all applicable regulations, legislation and Regional policies and by-laws (MECP, MOL, MTO, Conservation Authorities, etc.).
- Collaborate with operating and maintenance divisions and other departments (purchasing, budgets, legal and realty) to ensure effective project delivery.
- Review and oversee the tendering and awarding of Capital Projects and provides status reports.
- Coordinate with all related stakeholders including local municipalities, utilities, etc.
- Ensure that consultants and contractors are effectively managed to ensure deliverables are achieved.
- Participate in and support departmental and corporate initiatives as a member of the extended management team.
- Perform other duties as assigned.
Skills & Qualifications
- Post-secondary education in Engineering or Engineering Technology.
- Licensed Professional Engineer (P. Eng) or a Certified Engineering Technologist (C.E.T.) in the Province of Ontario
- Minimum seven (7) years of project management experience in the successful delivery of large, and complex municipal infrastructure projects.
- Minimum two (2) years of supervisory experience.
- Experience in delivering large capital projects and the financing of capital infrastructure.
- Excellent project management skills, including: strategic planning, organization, problem solving, financial and change management and risk mitigation, to deliver a large suite of projects in a fast paced environment.
- Superior leadership skills, providing: day to day supervision, mentoring and coaching, and professional guidance, to develop an effective, quality focused and inclusive team.
- Strong oral & written communication, facilitation, negotiation and dispute resolution skills, to successfully interface with multiple stakeholders, including Regional staff, contractors, consultants, council and the general public.
- Excellent technical knowledge and experience in the planning, design, construction and commissioning of transportation, water and wastewater infrastructure, including best practices and evolving technologies methods.
- Certification in Project Management.
- Experience in a municipal environment with an understanding of the regulations related to design and construction of Water, Wastewater, and Transportation infrastructure.
- Demonstrated knowledge and experience with applicable legislation, standards, documentation and regulatory processes, including: Municipal Class Environmental Assessment, Safe Drinking Water Act, Clean Water Act, Ontario Water Resources Act, Environmental Protection Act, American Water Works Association Standards, Construction Act and Occupational Health and Safety Act.
An equivalent combination of education and experience will be considered.

- The successful incumbents must be flexible in working hours as there may be frequent trips to operational facilities and project sites.
- Incumbent must supply their own transportation.
