Job Summary
Leads a team towards the effective and efficient delivery of activities related to the inspection of permits and development projects. Conflict resolution, coordination, problem-solving and in-depth knowledge of municipal construction processes are key to this position.
Duties & Responsibilities
- Supervise and mentor a team of 8 inspectors (4 Permit, 4 Development). Is responsible for managing recruitment, time & attendance, performance & recognition, training & development, coaching, mentoring, and health and safety.
- Prioritize, assign, and monitor the work performed by inspection staff to ensure established processes, procedures, service levels, performance metrics and safety standards are met.
- Ensure provision of on-site construction inspection of Regional water, wastewater, storm and road assets built under a Regional Permit and Regional Development Agreements.
- Provide quality assurance and control over manual and computerized permit & inspection records (test results, inspection diaries, as-built drawings), ensuring the right level of detail and accuracy.
- Review and analyze work methods and recommends changes to Regional policies, By-laws, standards, work processes or technology.
- Establish and maintain effective working relationships with internal and external stakeholders (Permit Applicants, Contractors, Consultants, Local Area Municipal staff and Developers) to resolve Municipal servicing and Development infrastructure conflicts and obtain required approvals.
- Respond to customer inquiries or complaints related to the Permit and/or Development in accordance with corporate customer service standards. Ensures issues are resolved promptly, decisions are appropriately documented and communicated to appropriate stakeholders (public, applicants and internal staff).
- Develop, monitor and report on the section’s operating budget to ensure effective cost control. Assists in the development of Permit User Fees for full cost recovery.
- Provide backup to Section Manager, performing acting duties when called upon.
- Assist in the review and approval of Regional Service Permits (for water, wastewater and storm connections) and Regional Road Permits (road occupancy, excavation and oversize load) as well as the review of site servicing drawings for conformance to applicable Acts, By-laws, policies, and standards.
- Assist in the financial management of permit deposits, revenue transfers and refunds sent to accounts receivable and ensures Permit account entries and remaining balances are reconciled against the corporate financial system.
Skills & Qualifications
- Minimum three year diploma/degree in Civil Engineering or Construction Technology from a recognized Post-secondary institution or equivalent.
- Five to ten years directly related experience in water, wastewater, and road servicing.
- Previous experience leading employees in a municipal environment.
- Certified or be eligible to be certified as an engineering technologist with OACETT.
- Ability to understand and apply principles and methods of design and inspection of Municipal infrastructure with a demonstrated ability to read and interpret technical reports, plans, codes and regulations.
- Extensive knowledge of Infor PS and M365.

- Travel between sites within and outside of Halton Region is required. The incumbent is required to supply their own transportation.
- Response to issues outside of regular business hours will be required.
