Job Summary

Reporting to the Director of Water and Wastewater Treatment, the position develops and manages programs to effectively maintain approximately $2.7 billion in assets across the Region’s Water Treatment, Wastewater Treatment and Biosolids facilities, through the direction of internal staff as well as oversight of external contractors.

Duties and Responsibilities

  • Ensures that all maintenance projects and programs are delivered within expected timelines and in accordance with all applicable regulations, legislation and Regional policies and by-laws, including the Ministry of the Environment, Conservation and Parks and Ministry of Labour, Immigration, Training and Skills Development.
  • Provides coaching, development opportunities and team leadership to a diverse group of over 50 staff.
  • Develops, reviews, and updates the delivery of effective reactive, preventative and predictive maintenance programs.
  • Collaborates with operating, capital and SCADA groups to ensure projects and programs are delivered with minimal impact to the services provided and with other departments (finance and legal) to ensure effective program delivery.
  • Responsible for the identification and documentation of asset management needs for inclusion in the divisional capital needs requirements.
  • Reviews and oversees the purchasing of materials, supplies and services, appropriately documenting and reporting on these activities.
  • Ensures that consultants and contractors are effectively managed to make certain deliverables are achieved.
  • Ensures that maintenance work order information is accurate and maintained in compliance with reporting requirements.

Duties and Responsibilities

  • Develops, monitors, and documents the performance and status of the maintenance programs and related initiatives.
  • Coordinates activities with other sections within the Water & Wastewater Treatment Division and Public Works Department (Plant Capital and Engineering, Treatment Operations, SCADA as well as Water and Wastewater Systems Services and Asset Management) to ensure that maintenance activities are effectively and efficiently delivered.
  • Leads continuous improvement initiatives to further enhance the Treatment maintenance program.
  • Responds to political and public enquires.
  • Contributes to the success of the division as part of the Treatment Management Team.
  • Participate in and support departmental and corporate initiatives as a member of the extended management team.

Skills & Qualifications

  • Degree in engineering, engineering technology or a related discipline, or is a licensed tradesperson. 
  • Minimum of ten (10) years of progressive management experience.
  • Preference will be given to candidates who can demonstrate successful delivery of reliability – centered maintenance programs. 
  • Experience working in a unionized environment is required with a thorough understanding of the applicable regulations in an industrial workplace setting.
  • Experience with water and wastewater treatment equipment maintenance and compliance is strongly preferred. 
  • Experience in developing and monitoring large operational budgets and the management of plant assets including mechanical, electrical and instrumentation equipment is critical. 
  • Demonstrated experience in program management and providing collaborative leadership to teams in an environment that promotes best practices and continuous improvement. 
  • Proven strategic thinking, problem solving, facilitation skills along with political acumen.

Working/ Employment Conditions

  • Travel will be required.
  • Incumbent must provide their own transportation.
