Job Summary

The Fleet Section supports Public Works, Halton Paramedic Services, Halton Regional Police Service, and other departments—demanding service excellence, safety, and reliability for over 1,200 vehicles and equipment. As the Manager, you will lead fleet operations as a high-performing business unit. You’ll drive KPI-led performance, vendor accountability, fiscal stewardship, and long-term asset planning while advancing modernization priorities such as electrification, telematics, and decarbonization.

 

We are seeking a strategic manager with strong business, analytics, and leadership skills who deeply understands asset management maintenance, repair and compliance standards.

Duties and Responsibilities

  • Lead, coach, and develop a multidisciplinary team (supervisor, skilled trades, and administrative support) in a unionized environment.
  • Build a culture of safety, inclusion, accountability, and continuous improvement with clear roles, training, and succession planning.
  • Oversee 14 staff, scheduling, performance management, and relationship development at 2 service garages.
  • Oversee maintenance and standardized repair operations using SAP PM as a computerized maintenance management system.
  • Define and manage KPIs and dashboards (e.g., asset uptime, PM compliance, turnaround time, cost per km/hour, repeat repair rate, fault closure times).
  • Ensure compliance with preventive maintenance schedules and operational standards.
  • Own the capital replacement plan for the Public Works Fleet; manage acquisition, commissioning, utilization, and disposal to minimize total cost of ownership (TCO).
  • Collaborate with client departments to develop fit‑for‑purpose specifications and service levels.
  • Lead a phased EV/hybrid transition roadmap; coordinate with capital teams for charging infrastructure, site readiness, and utility capacity.
  • Develop telematics to improve utilization, idle reduction, driver safety, and predictive maintenance.
  • Track and report fuel and emissions; integrate sustainability criteria into specs; seek grant opportunities where applicable.
  • Develop, monitor, and administer operating and capital budgets, conduct variance analysis and trend reporting.

 

Duties and Responsibilities

  • Oversee procurement of fleet assets, tools, parts, and contracted services in alignment with regional policy.
  • Implement robust financial controls, cost tracking, and forecasting
  • Establish SLAs, performance measures, and quality standards; negotiate value and ensure on-time delivery.
  • Manage outsourced services and warranty recovery; escalate underperformance with corrective action plans.
  • Ensure compliance with MTO regulations, Commercial Vehicle Operator Registration, the Occupational Health and Safety Act (OHSA), and regional safety policies.
  • Maintain audit ready records (licensing, registrations, inspections, certifications) and lead incident prevention and corrective action closure.
  • Contribute to policies, procedures, service standards, and long-term divisional plans.

Skills & Qualifications

  • Degree in Business/Public Administration, Operations, Engineering Technology, or related field.
  • 7–10 years of progressive leadership and change management in complex operations/service environments with measurable KPIs.
  • Demonstrated success with KPI dashboards, financial stewardship, vendor/SLA management, and continuous improvement.
  • Working knowledge of fleet maintenance operations and asset lifecycle management.
  • Proficiency with CMMS/ERP concepts and systems.
  • Experience leading fleet electrification and decarbonization initiatives in large organizations, data-driven decision making, and executive reporting.
  • Strong understanding of telematics systems and related analytics.
  • Experience in the public sector and unionized environments is an asset.
  • Knowledge of MTO and OHSA requirements.
  • Valid Ontario Class G driver’s license and clean abstract; ability to travel between regional worksites.

Working/ Employment Conditions

  • Office and shop/yard environments with regular site visits.
  • Travel across the Region.
