Job Summary

Reporting to the Associate Medical Officer of Health, the Manager of Effective Public Health Practice is responsible for managing a team of professionals who work together to provide expert advice to Public Health senior management in the following areas: program and operational planning; evidence-informed decision-making; program evaluation; continuous quality improvement; and engagement with community and health care professionals, for all public health programs and services. The Manager must lead the team to ensure their work promotes a culture of collaboration quality, transparency and accountability.

Duties & Responsibilities

  • Manage the Effective Public Health Practice team, a multi-disciplinary team focused on program planning and evaluation, continuous quality improvement and healthcare professional engagement.
  • Provide leadership to senior management and program areas with a quality and planning framework by providing expert advice and guidance, and working in collaboration with departmental, corporate and provincial partners.
  • Support Public Health senior leadership in addressing issues and opportunities to improve program effectiveness and adapt to changing circumstances at a provincial level affecting public health programs.
  • Identify recommendations and project manage innovative opportunities to enhance ongoing quality improvement for public health programs.
  • Oversee quality improvement initiatives that support and enhance the ability of programs in ensuring fiscally responsible, customer-focused services.
  • Oversee program planning and evaluation work that ensures services and programs across the Department are based on the best available evidence and effectively monitored and evaluated.
  • Develop and manage an effective operational plan for the team, taking into account needs across the Health Department.
  • Lead projects and initiatives, including project teams and working groups, ensuring timely expected deliverables.
  • Develop business proposals, business cases, reports, briefing notes and recommendations to address opportunities identified through evaluations and quality assessments.
  • Participate in internal and external work groups.
  • Performs other duties as required.

Skills & Qualifications

  • Master's degree in public health, health promotion, or evaluation.
  • Minimum of five (5) years of progressive relevant managerial experience in a public health or public sector setting.
  • Knowledge in change management theory and approaches.
  • Knowledge or certification in project management.
  • A proven positive, collaborative and effective management style, ability to prioritize, manage change, lead complex projects, political acumen to interact with various stakeholders, and exceptional ability to lead teams and strategic initiatives.
  • An ability to motivate a team and develop and manage operational plans.
  • Highly developed communication skills (both written and verbal), exceptional analytical experience, and be able to develop and maintain strong professional relationships effectively.
  • Excellent solution-focused problem-solving skills based on evidence-informed decisions, strategic thinking ability, exceptional organizational and time management skills, ability to inspire others and work in a fast-paced environment is required.
  • An equivalent combination of education and experience will be considered.

  • Travel may be required; incumbent must provide their own transportation.
