Job Summary

Reporting to the Manager, Wastewater System Performance, the Senior Project Advisor is responsible for leading strategic initiatives and programs that improve the performance, reliability, resiliency, and sustainability of Halton Region's wastewater collection system.

 

The position provides leadership and supervision to a team of Project Managers and technical staff responsible for delivering initiatives related to Inflow and Infiltration (I/I) reduction, flow monitoring, system assessment, performance evaluation, and wastewater system optimization.

 

Using system performance data, operational trends, technical studies, and engineering analyses, the Senior Project Advisor identifies opportunities for continuous improvement and risk reduction. Working collaboratively with Operations, Engineering, Asset Planning & Infrastructure Management, Capital Engineering & Construction, and local municipal partners, the incumbent develops and implements programs that support regulatory compliance, environmental protection, and long-term service objectives.

Duties & Responsibilities

  • Lead the Region's Inflow and Infiltration (I/I) Program and associated wastewater system performance initiatives.
  • Supervise, mentor, coach, and support a team of Project Managers and technical professionals.
  • Analyze system performance data, flow monitoring results, condition assessments, and operational trends to identify risks, priorities, and improvement opportunities.
  • Develop and implement strategies and programs to reduce extraneous flow, improve system reliability, and optimize collection system performance.
  • Collaborate with Operations, hydraulic modeling, and Asset Planning & Infrastructure Management teams to translate technical findings into actionable programs, investments, and operational improvements.
  • Manage consultant assignments, technical studies, and investigations related to flow monitoring, sewer condition assessment, and system performance.
  • Develop business cases, budget submissions, and recommendations to support strategic priorities and program delivery.
  • Establish and monitor performance measures and key performance indicators to assess program effectiveness and support continuous improvement.
  • Prepare reports, presentations, and recommendations for senior management and Regional Council.
  • Represent Wastewater System Performance on internal and external committees, working groups, and stakeholder forums.
  • Support regulatory compliance, environmental stewardship, and long-term service objectives through proactive management of wastewater system performance programs.

Skills & Qualifications

Essential

  • University degree in Civil, Environmental, Water Resources, or a related Engineering discipline.
  • Professional Engineer (P.Eng.) designation in good standing with Professional Engineers Ontario (PEO).
  • Minimum eight (8) years of progressively responsible experience in municipal wastewater systems.
  • Demonstrated experience with wastewater system performance, Inflow and Infiltration (I/I), flow monitoring, and sewer system investigations.
  • Experience supervising staff and managing consultant assignments.
  • Strong analytical, problem-solving, project management, and decision-making skills.
  • Knowledge of wastewater regulations, standards, and industry best practices.
  • Strong communication, presentation, report-writing, and stakeholder relationship management skills.
  • Valid Ontario Class G driver's licence.

 

Preferred

  • Experience leading an Inflow and Infiltration (I/I) program or wastewater system performance program.
  • Experience working in an upper-tier or large municipal environment.
  • Project Management Professional (PMP) certification or equivalent project management training.
  • Knowledge of GIS, SCADA, flow monitoring systems, and performance reporting tools.
  • Experience developing performance metrics, dashboards, and reporting frameworks.
  • Experience presenting technical recommendations to senior management, committees, or Council.

 

An equivalent combination of education and experience will be considered.

  • The successful incumbents must be flexible in working hours as there may be frequent trips to operational facilities and project sites.
  • Incumbent must supply their own transportation.
