Job Summary
Reporting to the Decision Support Advisor, the Decision Support Analyst will work across the department to provide a range of supports to strengthen the capacity of the Social and Community Services Department to plan and deliver a wide array of programs and strategic initiatives. This includes activities such as data analysis, program planning and evaluation, policy analysis, research, project management, quality improvement, stakeholder engagement, decision support, knowledge mobilization and information management. The Decision Support Analyst will support key initiatives such as Community Safety and Well-being (CSWB) planning activities and human service initiatives and priority projects.
Duties & Responsibilities
- Provides decision and data support to Halton’s CSWB planning model and key departmental initiatives.
- Analyze and interpret data from a wide variety of data sources (Statistics Canada, Survey Data, Program Data) using statistical analysis and software.
- Support data management and analysis to inform human service planning including data compilation from internal and external sources, managing data quality, and using data visualization to convey results and identify priority issues.
- Translate complex, technical information about human services issues into written reports and oral presentations that are understandable for various audiences. Communicate data using a variety of products, including infographics and dashboards.
- Maintain relationships with internal and external partners who frequently use and/or provide data.
- Supports effective planning of multi-sector human service initiatives, providing guidance with respect to designing and measuring outcomes, establishing performance indicators, developing evidence-based strategies, creating logic models, supporting the development of work plans, conducting best practice/literature reviews, and developing tools/resources to build planning capacity.
- Support program planning, evaluation and monitoring. Assesses the efficacy of CSWB/human service planning interventions through formative and summative evaluations.
- Completes primary and secondary research on human service issues and designs/facilitates community/stakeholder consultation processes to contribute to the development of CSWB/human service priorities.
- Provides project management support to a wide range of CSWB/human service planning initiatives.
- Performs other duties as assigned.
Skills & Qualifications
- Master’s degree focused on Human Services, Public Health, Social Science, Data Management, or a related discipline.
- Minimum three (3) years of relevant experience with a significant focus on data analysis/research.
- An equivalent combination of education and experience will be considered.
- Strong analytical, research, communication, planning and evaluation, performance management and information management skills.
- Advanced skills in data analysis, expert knowledge in MS Office (specifically Excel and Power Point), and Power BI.
- Proficient in both program and strategic planning methodologies; performance measurement and evaluation; have an ability to design, implement, and analyze results from surveys and other data collection tools; possess strong facilitation and presentation skills; and, be able to translate knowledge to a wide range of audiences.
- Work collaboratively with others and foster a coordinated and integrated approach to the work through strong oral/written communication skills, a high political acuity, and facilitation skills.
- An ability to work independently and as part of multi-stakeholder team.
- Broad knowledge of tools and processes for assessment and business process improvement, and project management skills or training within the human services field.
- An understanding of community safety and well-being planning and knowledge of a wide range of health and human service policy environments and legislation contexts.
