Job Summary
Reporting to a Supervisor, Client Placement this role will be responsible for administering Halton Region’s Rent-Geared-To-Income (RGI) program for Halton Community Housing (HCH) and the Rent Supplement (RS) program and other affordable housing programs by; managing tenant placement in regional housing units, screening and assessing initial, interim and ongoing eligibility for RGI assistance and other programs, calculating RGI subsidy and providing case management and support to HCH and RS tenants, including tenant engagement and eviction prevention.
Duties & Responsibilities
- Calculate RGI subsidy for new & existing tenants.
- Administer the RGI Rent Supplement program and Tenant Placements for Halton Community Housing Corporation.
- Administer tenant placement by generating appropriate waitlists from YARDI Rent Café and referring appropriate and eligible applicants to HCHC and Rent Supplement Landlords.
- Conduct screening and assessment for individuals and families for approval for housing subsidy under the Housing Services Act and Halton Region Programs.
- Complete RGI program applications with new tenants and ensure the integrity of client/tenant information, financial and statistical data within a number of computer software programs and spreadsheets.
- Complete Annual Renewals for exisiting households to ensure ongoing eligibility and rent calculations for an assigned portfolio.
- Investigate cases of misrepresentation and take steps to verify information, take appropriate action to ensure eligibility for subsidy or financial assistance including removal of RGI subsidy.
- Ensure ongoing case management and coordinate service planning with internal and external partners to support existing Halton Community Housing Corporation and Rent Supplement tenants, focusing on eviction prevention and tenant well-being.
- Perform other duties as required.
Skills & Qualifications
Essential
- Post-Secondary education in Behavioural or Social Sciences, or Business Administration or Community College Diploma in Social Services.
- Minimum of two (2) years of experience in municipal housing. Experience within a related field will also be considered. An equivalent combination of education and experience will be considered.
- Knowledge of and ability to interpret and apply relevant Housing legislation, directives and policies as it relates to both Housing applicants and administering rent subsidies.
- Proficient use of YARDI 7s and Rent Café, and computer programs such as Excel and Word.
- Knowledge of the Housing Services Act, Residential Tenancies Act, Ontario Works legislation, Ontario Disability Support Program (ODSP), Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), to assess eligibility under the Housing Services programs.
- Excellent communication, interviewing and assessment skills.
Preferred
- Strong problem solving and mathematical skills to determine eligibility for Rent Geared to Income (RGI)/Rent Supplement subsidy, Housing Stability, and Housing with Related Supports programs eligibility.
- An equivalent combination of education and experience.
