Job Summary

Reporting to the Director Services for Seniors, the IPAC & Compliance Manager will provide oversight and leadership to ensure regulatory compliance and implementation of clinical care standards and best practices for the Services for Seniors Division.  They will ensure the division is meeting obligations in compliance with Long Term Care legislation, divisional policies, standards and IPAC best practices. They will evaluate and assess the care, practices, processes and operations within LTC homes and work collaboratively to ensure compliance and standards are met and lead the divisions continuous quality improvement in nursing clinical program development to ensure best practices in nursing practice and person centred care.

Duties & Responsibilities

  • Act as the designated technical lead for the Division’s Nursing Practice and Personal Care and ensure compliance in collaboration with the Director, Resident Care & Services
  • Lead and/or participate in internal committees (e.g. Professional Advisory Committee). 
  • Coordinate clinical policy and program change roll out at home level to support knowledge transfer.
  • Conduct rounds and inspections of the home to ensure safe clinical practices are maintained.
  • Complete appropriate MOHLTC Inspection Protocols and ensures to develop a collaborative action plan to address areas of non-compliance.
  • Review and audit resident charts to ensure MOHLTC compliance standards meet relative to nursing care and clinical programs. Follow-up with nursing team and work collaboratively to address gaps and ensure provision of education to front line staff to support knowledge to practice
  • Coach, mentor and guide practice advancement and skills development for the nursing leadership team through the development of formal divisional nursing education programs based on identified needs, current research, and divisional priorities
  • Provide education and coaching to registered team members on regulatory compliance and
  • Provide clinical leadership to ensure clinical competency of nursing staff, engages Registered staff in the use of evidence-based best practices, and promotes a culture of continuous clinical/ nursing practice improvement
  • Responsible for the Divisions IPAC program.
  • Demonstrate critical clinical inquiry that supports the development of nursing programs to improves resident care outcomes.
  • Monitor and evaluates critical incident reports; provides direction and advice to homes on actions to minimize risks about high-risk situations in the Division.
  • Collaborate on resident safety and risk, infection prevention and control management issues, and the development of improvement plans to address shortfalls

Additional Duties and Responsibilites

  • Knowledge of Long Term Care Funding
  • Monitor and evaluate critical incident reports; provides direction and advice to homes on actions to minimize risks about high-risk situations in the Division.
  • Collaborate on resident safety and risk, infection prevention and control management issues, and the development of improvement plans to address shortfalls.
  • Monitor home-level clinical performance data quarterly, including RAI data reports; identifies and evaluates trends, and outcomes; analyzes variances and resource needs; and collaborates with Services for Seniors Management team to develop and implement action plans for ongoing improvement.
  • Oversee the modernization and transformation of virtual care and other technological solution healthcare records (i.e. Medication Safety Technology).
  • Lead and attend required clinical programs committees as required. Attend other Committee meetings and Participate in Divisional meetings as needed.
  • Lead and collaborate with the Nursing leadership to manage clinically complex residents the development and implementation of ongoing nursing education and in-service
  • Attend Home management team meetings to provide reports/updates as required.
  • Ability to support the Services for Seniors values to ensure a culture that champions person-centred care, equity, diversity and respectful workplaces.
  • Adhere to the CNO standards of practice
  • Represent the home in a professional manner when attending outside seminars, committees, and meetings with outside agencies.
  • Demonstrate honesty, and integrity in all activities.

Skills & Qualifications

Essential

  • Current registration with the College of Nurses of Ontario.
  • A Bachelor of Science in Nursing degree.
  • Certification in Infection Control (CIC) with completion of an IPAC Canada endorsed course or certification in IPAC within 18 months of hirel.
  • Extensive experience in the development, implementation, monitoring and evaluation of nursing clinical programs and services.
  • Considerable long-term care clinical management experience with a large organization in the long-term care, acute care or continuing care/rehabilitation field.
  • Extensive knowledge of relevant legislation, regulations, codes, collective agreements and policies such as the Residents’ Bill of Rights, Employment Standards Act, Human Rights Act, Occupational Health and Safety Act, WHMIS, Fixing Long-Term Care Homes Act (O.Reg. 79/10), College of Nurses of Ontario and any other pertinent legislation that influences the operation of a long-term care home.
  • Experience in clinical quality improvement and change management.
  • Ability to build and maintain effective relationships and partnerships with a diverse range of stakeholders as well as work effectively within inter-professional teams. 
  • Ability to coach, mentor and motivate diverse nursing leadership teams in a unionized environment. 
  • Ability to effectively communicate both verbally and in writing, with excellent interpersonal skills.

Preferred

  • Knowledge of Resident Assessment Instrument – Minimum Data Set (RAI-MDS) 2.0.
  • Ability to promote and foster effective teamwork and establish excellence in a customer service-oriented environment.
  • Ability to influence others and establish credibility with all levels of the organization, challenging the status quo and being a catalyst for positive change.
  • Excellent interpersonal skills and ability to work well in collaborative teams to achieve shared objectives creatively meeting needs. 
  • Professional competencies related to life-long learning, public relations and health environment awareness.

  • Current (obtained within the past six (6) months), original and acceptable Vulnerable Sector Check by the first day of employment.
  • Current (obtained within the past six (6) months) two-step tuberculosis test or Quanti-FERON-TB Gold plus test by the first day of employment.

Working Conditions

  • This position will primarily be Monday to Friday 08:30-16:30 with some evening and weekend work depending on needs of the homes.
