Job Summary
Reporting to the Change Management Advisor, the Quality Improvement Analyst works across the department on priority initiatives and programs with the objective of driving change to positively affect the performance of the department and enhance service delivery to residents of Halton.
Duties & Responsibilities
- Lead, develop, manage and provide support for business improvement initiatives.
- Identify and define improvement initiatives in consultation with divisions and determine scope and methodology.
- Conduct business process reviews and customer journey mapping to identify and support implementation of solutions, and the integration of process changes into operational practices.
- Apply management concepts and techniques such as Lean to define opportunities, measure performance, map, and analyze the process to determine root causes and recommend solutions.
- Facilitate process improvement sessions and write reports supporting improved efficiencies.
- Monitor compliance requirements, identify gaps, opportunities and risks, and implement action plans
- Develop, implement and monitor performance. measurements, continuous improvement processes, statistical analysis and benchmarking.
- Collect and compile data from internal/external sources, manage data quality, and use data visualization to report on results and identify trends and priority issues.
- Utilize data analytics and business intelligence to inform business process improvements, measure success and monitor progress on key quality measures.
- Coach and train program staff on improvement practices and champion the use of Lean methodology.
- Prepare presentations, briefing notes, business cases, project management documents, training materials, and reports for Management and Council.
- Promote and actively contribute to a climate of positive change and continuous improvement.
- Manage projects and project teams.
- Perform other duties as assigned.
Skills & Qualifications
- Post-secondary degree in Business Administration, or a related field along with a minimum of five (5) years of progressive experience working in quality management in a municipal environment.
- Experience and expertise in business improvement, continuous quality improvement, project management and change management.
- Highly developed business writing skills and effective communication skills and ability to foster good interpersonal relations and successfully work with a broad range of stakeholders.
- Proficient with process documentation and mapping principles, and process improvement sessions.
- Ability to develop and recommend creative solutions, experience in key performance indicators analysis, monitoring and reporting.
- Advanced proficiency with Microsoft Office, Visio, and project management software.
- A Project Management Professional (PMP) designation, Lean Six Sigma certification, and Change Management designation (e.g., PROSCI) is an asset.
- An equivalent combination of education and experience will be considered.

- Travel will be required, incumbent must provide their own transportation.
- The incumbent may be required to fulfill roles and responsibilities outlined in the Halton Region Emergency Social Services plan. Roles and responsibilities may include coordinating an emergency social services response and on-call duties. Additional hours and shift work may be required to fulfill these functions.
