Job Summary

Reporting to the Supervisor, Research and Data Analytics on the Systems Planning and Management team in Children’s Services Department, the Research and Data Analyst will conduct research and data analytics activities to support the system management of Halton’s early learning and child care sector.

Duties & Responsibilities

  • Lead and support data analytics activities related to the early years and child care sector.
  • Provide research and knowledge translation expertise to improve program, service, and policy response to community needs through the collection and dissemination of data.
  • Prepare and lead presentations / engagements with internal stakeholders, sector stakeholders, and the community.
  • Identify gaps, duplication and community need based on research demographics, community indicators and trends, and use this evidence to develop recommendations and strategies to enhance programs, services, and policies.
  • Participate in and lead activities related to developing the system service plan and other strategic documents, such as council reports.
  • Develop and implement various mechanisms for data collection based on needs of target audience(s). Prepare evaluation reports and presentations effectively communicating issues, trends, analysis and recommendations.
  • Develop, implement, analyze, and review databases, applications or products to support planning, policy development, and program delivery related to children and youth. Produce easy-to-understand products to be disseminated to relevant internal and external stakeholders, practitioners and the community.
  • Support the development of early years planning priorities such as the Canada Wide Early Learning and Child Care plan.
  • Develops, implements and analyzes Geographic Information System (GIS) databases and/or applications to support planning, policy development, and program delivery related to the early years system.
  • Support the Children’s Services division by responding to data and research requests.
  • Maintain collaborative and effective working relationships with others to request or transmit information.

Skills & Qualifications

  • Bachelor's degree in health, social sciences or related field, with a strong emphasis on research and knowledge translation.
  • Minimum of three (3) years’ experience required, preferably within government or community-based research settings.
  • Training in research methodology, data analysis, data management.
  • Strong familiarity with conducting literature searches and working with Statistics Canada datasets.
  • Strong ability to communicate effectively and convincingly in written and oral presentations to a wide range of audience types.
  • Strong understanding of developing data tools, such as reusable dashboards, data inventories, and key indicator reporting.
  • Ability to work independently and as part of a multi-disciplinary team.
  • Demonstrated ability to engage in both creative and analytical thinking. 
  • Experience using SPSS, Excel and the Microsoft Office Suite.
  • A combination of education and experience will be considered.
  • Exposure to research methodologies in a community setting would be considered an asset.
  • Experience using Python, Excel, PowerBI, ArcGIS and the Microsoft Office Suite.
  • Masters degree is considered an asset.

  • Travel will be required, incumbent must provide their own transportation.
