Job Summary
Duties & Responsibilities
- Supervision and Staff Management: Oversee the supervision of the Housing Stability Fund and homelessness programming, ensuring program compliance, integrity, and customer service standards are met. Recruit, orient, train, and manage staff performance within and outside of a unionized environment, providing conflict resolution and conducting annual performance reviews. Provide coaching and direction to staff on complex homelessness and housing stability cases, supporting strong case management practices and problem-solving.
- Transformational Leadership: Provide leadership for housing stability and homelessness programs by fostering an inclusive, collaborative, and client-centered service culture. Lead change initiatives, support staff development, and promote continuous improvement in program delivery and service outcomes.
- Program Improvement and Quality Assurance: Enhance and modernize homelessness programs through continuous quality improvement practices. Develop and implement internal policies and procedures, conduct regular audits to ensure program eligibility and integrity, and use empirical evidence to drive program and policy development.
- Program Delivery and Compliance: Ensure effective delivery of programs and achievement of outcome targets as set by the Province and/or divisional management. Monitor compliance with related funding agreements, oversee program reviews and evaluations, and provide direction on technical and policy matters to Housing and Community Services providers and staff.
Duties & Responsibilities Continued
- Operational Management: Develop and implement operational guidelines, procedures, and reports for effective management of homelessness prevention programs, Coordinated Access and the By-Name list. Oversee and manage the budget for housing and homelessness programs, ensuring efficient use of resources. Develop programs and policies to support and enhance operational needs, ensuring alignment with strategic goals and regulatory requirements.
- Customer Service and Community Engagement: Maintain high customer service standards by addressing participant crises, responding to inquiries promptly, and fostering partnerships with Coordinated Access Entry Points and community service agencies. Build strong relationships across the homelessness-serving system and bring partners together to address complex cases, service gaps and shared system challenges. Identify opportunities to strengthen coordination between homelessness, housing, health, mental health, addictions and other community services to improve outcomes for people experiencing homelessness. Liaise with other Supervisors and Divisions to improve service delivery and provide coverage for Housing Services Management Staff as needed.
- Performance Measurement and Reporting: Measure and report on the status of initiatives under the portfolio. Develop and maintain annual waitlist data dashboards, analyze supply and demand metrics, and handle other relevant analytics to support decision-making and program improvements.
Skills & Qualifications
- A degree or diploma in Human Services, Social Services, or a related discipline.
- At least two (2) years of progressive supervisory experience and five (5) years of experience in the homelessness sector.
- An equivalent combination of education and relevant experience will be considered.
- Thorough knowledge of provincial legislation and local/provincial directives relevant to Housing Services, including the Housing Services Act, Halton Region's Comprehensive Housing Strategy, the Long-Term Affordable Housing Strategy, the Homelessness Prevention Program, the Ontario Works Act, and the Residential Tenancies Act.
- Exceptional communication, collaboration, conflict resolution, and decision-making skills with the ability to build effective relationships and navigate complex stakeholder environment, demonstrating a high degree of political acuity.
- Demonstrated leadership skills with the ability to coach, support, motivate, and develop staff while fostering a respectful, inclusive, and high-performing team environment.
- Demonstrated commitment to equity, diversity, inclusion, and culturally responsive service delivery.
- Strong analytical and problem-solving skills with experience in program administration, quality assurance, performance monitoring, and continuous improvement initiatives.
Additional Skills & Qualifications
- Demonstrated ability to build and maintain strong partnerships, bring multiple stakeholders together around complex issues, identify systemic gaps and barriers, and translate those insights into meaningful service and system improvements.
- Ability to assess complex situations, make sound decisions, and develop practical solutions to support effective service delivery.
- Technical proficiency in Microsoft Office Suite and other relevant software for reporting and program management.
- Familiarity with the Social Assistance Modernization System (SAMS), the Client Outcome Tracking System (COTS), and YARDI software for housing management.
- Experience supervising staff in a unionized environment, including performance management, coaching, conflict resolution, and labour relations practices.
- Expertise in developing and implementing policies and procedures that reflect best practices in housing services and are informed by community needs and legislative requirements.

Working Conditions
- Travel within Halton Region will be required; incumbent must supply their own transportation.
- The incumbent may be required to fulfill roles and responsibilities outlined in the Halton Region Emergency Social Services plan. Roles and responsibilities may include coordinating an emergency social services response and on-call duties. Additional hours and shift work may be required to fulfill these functions.
