Job Summary
Reporting to the Manager, Social Services this role supervises the delivery of Social Service programs, including Ontario Works, Low Income and Discretionary Benefits Programs and ensures the successful implementation of delivery standards as identified by the divisional management team.
Duties & Responsibilities
- Coordinates and supervises the day to day operations of the Employment & Social Services Site offices by ensuring appropriate staffing levels for effective case management and achievement of customer service standards as well as the safety of staff and the public.
- Supervises Case Managers and Administrative Support Staff by providing coaching, on-going training, individual supervision, and conflict resolution.
- Responsible for recruitment of front line staff and coaching of new staff as well as approval of attendance/vacation requests, and monitoring of on-going staff performance.
- Ensures that the cost effective delivery of Employment & Social Service programs is in compliance with Ontario Works legislation, Ministry directives and local policies.
- Reviews program compliance by completing file audits and reviewing SAMS management reports.
- Oversees and maintains customer service standards by responding to participants in crisis and ensuring appropriate intervention occurs, responding to enquiries in a timely manner, and fostering and maintaining community partnerships.
- Ensures successful coordination and collaboration of programs between Regional divisions and departments, as well as with community partners/stakeholders.
- Participates as part of the on-call after hours team by assessing requests for service, responding to crisis calls, and communicating with community agencies.
- Participates on Departmental, Divisional and external committees as they relate to the delivery of the Employment & Social Services programs.
- Interprets and abides by the CUPE Local 3732 Collective Agreement.
- Builds and maintains community partnerships.
- Performs other duties as required.
Skills & Qualifications
Essential
- A degree in Social Sciences.
- Minimum of two (2) years’ progressive supervisory experience and three (3) to five (5) years’ experience in the social services field.
- Ability to understand and supervise in a human services environment, ensuring effective day to day supervision of site operations including; the delivery of the Ontario Works program.
- Ensuring customer service standards are met, coaching and recruitment of staff, and appropriate management of crisis intervention and formal complaints.
- Superior knowledge of and the ability to interpret the Ontario Works/Ontario Disability Support Program Acts and the Municipal Freedom of Information & Protection of Privacy Acts.
- Exceptional interpersonal and communication skills both written and verbal.
- The ability to analyze information and develop solution focused action plans.
- A combination of education and experience will be considered.
Preferred
- Knowledge of the Social Assistance Management System (SAMS) and experience supervising in a unionized environment.

- Travel will be required, incumbent must provide their own transportation. The incumbent will be required to provide a copy of their driver’s license, by their first day of employment.
- Flexibility to work outside of core business hours including evenings, weekends and holidays is required.
- The incumbent may be required to fulfill roles and responsibilities outlined in the Halton Region Emergency Social Services plan. Roles and responsibilities may include coordinating an emergency social services response and on-call duties. Additional hours and shift work may be required to fulfill these functions.

- The successful candidate will be made an offer of employment on condition that the Regional Municipality of Halton receives a current (obtained within the past six (6) months), original and acceptable Police Record Check, including a Vulnerable Sector Screen by the first day of employment.
