Job Summary

Reporting to the Manager, of Projects Portfolio Services, the successful candidate plays a key role as a strategic advisor and liaison between the Digital & Information Services Department (D&IS) and other Departments, divisions and business units.

 

The Digital Business Partner will help to solve complex business issues, facilitating engagement with the Department Leadership Teams, and understanding their strategic business objectives and ongoing business needs. The Digital Business Partner ensures that the digital projects supporting the business unit are aligned with the Region’s Strategic Plan and Digital Strategy roadmaps and priorities.  

Duties & Responsibilities

  • Builds and maintains strong relationships with business unit leaders to understand their priorities and ensure alignment with the Digital Strategy.  
  • Acts as a strategic advisor and liaison between the DIS department and other business units and ensures that the business unit’s digital projects are aligned with the Region’s Strategic Plan. 
  • Assists the client in navigating the digital intake process and provides regular status updates at the department Leadership Team Meetings (DMTs).​ 
  • Facilitates effective communication, prioritizes digital projects that offer the most business value and assists with Digital Projects Portfolio Management. 
  • Works closely with the Departments and the Digital and Information Services leadership team to address well-defined business problems, and identify, recommend and articulate the value of the proposed technology solution that aligns with the Region’s Digital Strategy.  
  • Deep knowledge or previous experience with the implementation or adoption of at least one of these applications including Salesforce, Microsoft 365, SAP S/4HANA / SuccessFactors.  
  • Keeps knowledge current regarding the department and assigned business unit’s use of application, infrastructure, strategic applications. 
  • Support the business unit in formulating project ideas following the D&IS intake requirements.  
  • Leads technology solution assessment, requirement engineering and provides recommendations to the Digital & Information Services Management team about the optimal approach/technology solution that addresses the business problem and aligns with the Digital Strategy principles and roadmaps.  
  • Informs clients and Department Leadership Teams regarding the latest developments of the Digital Strategy initiatives, guiding principles, processes and policies and assists with compliance with these priorities and guidelines.
  • Assists the departments and business units with onboarding of highly critical Digital Strategy initiatives, provides support with identifying training needs and ensures business readiness to engage in new Digital Strategy initiatives.  
  • Assists the business units to plan, organize, and conduct studies to identify opportunities to use the Region’s Core Platforms, strategic applications or existing technology solutions to provide added value to the business.  
  • Review existing and proposed solutions across departments to reduce duplication, leverage existing solutions, ensure compliance with the Digital Strategy priorities and roadmaps and meet goals and objectives. 

Skills & Qualifications

Essential 

  • Degree in Business Administration, Information Technology, Computer Science, Communication or a related discipline
  • Professional experience as an IT Business Relationship Manager for five (5) years or ten (10) years of experience or more as a Project Manager, Business Analyst or a similar experience. 
  • Experience in Project Management, Business Requirements gathering, Process Mapping and Project Portfolio Management. 
  • Excellent interpersonal, teamwork and communication skills  
  • Excellent collaboration and relationship management skills 
  • Ability to work with all levels of the organization and to build trust, negotiate and influence relationships with senior management. 
  • Analytical, problem-solving, and continuous improvement skills to identify and recommend technology solutions that align with client business needs and the Digital Strategy priorities and guidelines.  
  • Experience as a super user or in leading the implementation or adoption of key platforms such as Salesforce, Microsoft 365, SAP S/4HANA / SuccessFactors.  
  • Strong knowledge of the IT industry, trends, best practices, and standards.   
  • Strong understanding of technology strategy and delivery methodologies. 

 
Preferred 

  • Experience in a municipal or other government setting  
  • Project Management Professional (PMP) designation or other project management methodology certifications  
  • Business Relationship Manager Professional (BRMP) certification  
  • Agile or Scrum certifications  
  • Change Management certification (i.e. PROSCI). 
  • Knowledge of the latest developments and leading practices in the project management industry and profession (e.g. PMBOK®)
