Job Summary
Reporting to the Director, Budgets & Tax Policy, this role will provide senior level advisory support in the coordination and development of the annual budget and business plan, ensuring information is coordinated, analyzed and presented accurately and completely, supporting timely delivery of the Region’s operational and strategic priorities.
The advisor will apply expertise and provide guidance on applicable legislation and regulations, funding changes etc. and their impact on the delivery of the Region’s programs and services while ensuring that the Region remains legislatively compliant and maintains financial sustainability through effective financial planning and risk management. In addition, the advisor will provide a coordinated and comprehensive approach to leading projects, conduct and monitor municipal scans and undertake research to recommend best practices.
Duties & Responsibilities
- Support the coordination and development of the annual budget and business plan including undertaking detailed review of requested budget changes and ensuring the budget is coordinated, analyzed and presented accurately and completely
- Apply expertise, and provide guidance on applicable legislation and regulations, funding changes etc. and their impact on the delivery of the Region’s programs and services
- Conducts and monitors municipal scans and undertakes research to recommend best practices in order to ensure the Region remains legislatively compliant and achieves Council’s strategic priorities
- Review policies and Standard Operating Procedures related to financial tasks and provide feedback on adherence and recommendations for any changes and updates as needed
- Provide expert advice on financing strategies, funding sources, and financial structuring to support strategic priorities.
- Prepare presentations, Council Reports, Budget text, Memorandums, briefing notes, working papers, etc. as well as various routine and ad-hoc reporting.
- Understand and incorporate the impacts, risks, and issues related to the 10-Year Forecast, and support the development of financing plans
- Support continuous improvement and transformation technology opportunities, including SAP transformation and M365 utilization to streamline processes and create efficiencies
- Develop and maintain financial models to lead effective decision making
Skills & Qualifications
- University degree in Finance, Accounting, or Economics.
- 6+ years' experience working in a municipal financial environment
- Proficient with Excel & Other M365 Software
- Proficient with SAP ERP System (preferred)
- CPA Accounting designation (preferred)
- Excellent communication, presentation and writing skills.
- Strong project management, group facilitation and change management skills.
- An equivalent combination of education and experience will be considered.
