Job Summary

Reporting to the Director, Capital Development Finance, this role will provide senior-level advisory support in the administration and development of Allocation Programs and growth management within the Region.  The role focuses on leading the development of current and new Allocation programming, working with developers on questions and solutions to development related inquiries, coordinating growth with local municipalities, tracking allocation, coordinating legal agreements, communications and analysis on program uptake.

The advisor will also be key in supporting the analysis of the unspent budget of the state-of-good repair program, the financial impacts of the implementation of asset management plans, be the lead on Climate Change Finance working group and support growth related financial analyses including the Development Charges Background Study and development financing plans.  As the capital program in the Region is increasing significantly and financing the growth is complex, the Advisor will work side-by-side with the Director and Managers to understand the full cycle of the budget from request to approval to provide advisory support (policy, review, lead, communicate, procedures) to ensure there are no delays in delivering on the Region’s operational and Council’s strategic priorities. 

Duties & Responsibilities

  • Advise leadership on proposed responses to changes in Provincial legislation related to growth management
  • Collaborate with all departments at the Region on Asset Planning, and Capital Works in Progress (CWIP) to ensure assets meet State of Good repair targets
  • Provide expert advice on financing strategies, funding sources, and financial structuring to support capital projects
  • Lead Allocation coordination as a liaison with the development community, Halton Region and Local Municipalities
  • Provide expertise on Allocation related questions including leading an internal working group to develop program parameters and stakeholder engagement with development community
  • Lead the development of current and new Allocation programming, working closely with developers, local municipalities, Infrastructure Planning and Legal staff 
  • Provide responses to developers on questions and solutions to development related inquiries, 
  • Coordinate the reviewing of staging and phasing of development with local municipalities as it relates to Allocation programs and infrastructure timing
  • Track and report on program uptake, prepare staff reports / memos and presentations for senior management and Regional Council
  • Support staff in finding solutions and alternatives for finance processes and findings (for example the growing capital budgets and the intersection of how these impact investing, future capital budgets and how rates are set at the Region
  • Prepare business cases, financial reports, presentation materials etc. for the leadership team
  • Lead Climate Change Finance Working Group in effort to achieve Climate targets that is financially achievable

Skills & Qualifications

  • University degree in Finance, Accounting, or Economics.
  • 6+ years' experience working in a municipal financial environment
  • Working understanding of Development Charges Act and related legislation (i.e. Bill 23, Bill 109 and the Bulletin's associated with Affordable Housing) 
  • Proficient with Excel
  • CPA Accounting designation (preferred) 
  • Ability to negotiate with internal and external parties and excellent communication, presentation and writing skills.
  • Strong project management, group facilitation and change management skills.
  • An equivalent combination of education and experience will be considered.
