Job Summary

Reporting to the Supervisor, Financial Operations, this role will ensure the integrity, quality and logic of the accounting information contained in the corporate financial information system (SAP) and provides in-depth specialized commodity tax expertise for the Corporation, ensuring the Region’s compliance to tax legislation, which would include all matters related to GST/HST reporting, reconciliations and remittances, interpretation/ruling requests to the Canada Revenue Agency (CRA) for all commodity tax matters and leading the resolution of any process gaps to prevent CRA penalties and fines. 

 

The Analyst – Accounting & Commodity Tax is also responsible for being the Region’s Corporate Purchasing Card (P-Card) administrator, reconciling the Regions financial records with various bank accounts, and maintains the integrity of the Region’s debentures and sinking funds, by initiating bond transfers, issuing debt interest payments, redeeming mature debt and maintaining all accounting records related to the debentures.

Duties & Responsibilities

  • Ensures the integrity, quality and logic of the accounting information contained in the corporate financial information system (SAP) and provides in-depth specialized commodity tax.  Supports adherence to established municipal accounting standards, policies and practices by analyzing general ledger accounts to ensure the accounts are used for intended purposes and the financial transaction is accurate and appropriate.
  • Provides expert advice on the Region’s compliance to tax legislation, which would include all matters related to GST/HST reporting, reconciliations and remittances, filing of monthly tax returns, interpretation/ruling requests to the CRA.
  • Supports staff as the Region’s Corporate P-Card administrator.  Monitors credit card activity and compliance with policies and procedures.
  • Oversees the Region’s debentures and sinking funds, by initiating bond transfers, issuing debt interest payments, redeeming mature debt and maintaining all accounting records related to the debentures.
  • Performs general ledger account analysis and reconciliations of GL accounts as assigned including bank reconciliations for external/internal audit.

Skills & Qualifications

  • Undergraduate Degree in Finance/Accounting/Business.
  • Working towards a professional accounting designation is an asset.
  • 3 to 5 years of experience in accounting/finance with proficiency in interpreting and analyzing GST/HST legislation and accounting standards. P-Card administration experience using a third-party on-line portal.
  • Comprehensive knowledge of the applicable GST/HST legislation in a municipal environment is an asset.
  • Advanced MS Excel including Macros, Pivot Tables, and working with large volumes of data.
  • Completion of In-Depth GST Courses and knowledge of the Municipal Act for debt issuance purposes is desirable.
  • Equivalent combination of education and experience will be considered.
