Job Summary

Reporting to the Director, Financial Planning, this position is responsible for supporting the development of the Region’s multi-year financial strategies, credit rating, cash flow management and forecasting, debt coordination and economic financial outlook. 

Duties & Responsibilities

  • Manages the development of multi-year financial forecasts, long-range financial plans, and strategic decision-making for senior leadership and Regional Council.
  • Provide advanced financial analysis, modeling, and strategic advice to support policy decisions, infrastructure investments, and key organizational initiatives.
  • Collaborate with leaders to support financial planning, budget management, and integrated financial decision-making.
  • Manage long-term capital financing strategies, reserve management plans, and financial sustainability initiatives.
  • Establish and oversee capital frameworks to ensure optimal use of financial resources aligned with strategic priorities.
  • Provide guidance on financial policies, procedures, and reporting requirements
  • Oversee cash flow planning, including short- and long-term liquidity forecasting, daily cash monitoring, and risk mitigation strategies.
  • Establish and enforce treasury policies, controls, and best practices.
  • Manage the debt portfolio, including compliance, issuance, refinancing, and repayment strategies.
  • Lead, mentor and develop a team that promotes a collaborative, high-performance culture focused on accountability, service excellence, and continuous improvement.
  • Invest in building strong relationships and partnerships with departments as business partners.
  • Develops a deep understanding of Program Operations and demonstrates responsiveness to senior management needs.
  • Manage and support projects and improvement initiatives ensuring quality, accuracy and timely deliverables in support of the assigned budgets.
  • Applies established policies, frameworks and financial principles to guide decision making; ensures financial processes and policies are followed that maintain effective corporate accountability and governance.
  • Support the preparation and presentation of financial reports to senior leadership and Regional Council.
  • Delivers clear, data-driven insights and report to senior leadership. 
  • Identify issues, risks and opportunities and escalates or resolves them based on impact and complexity.
  • Develops and enhances performance measurement, and reporting practices to strengthen organizational planning and accountability. 
  • Leads ongoing reviews and optimization of business processes to identify efficiency opportunities, streamline workflows, and drive a culture of continuous improvement across the team.  
  • Subject Matter Expert on capital financial planning processes and treasury activities to support digital transformation of technology and processes.
  • Perform other duties as assigned.

Skills & Qualifications

  • Bachelor’s degree in Finance, Accounting, Economics, Public Administration, or a related discipline
  • Professional accounting designation (CPA) preferred or an equivalent treasury designation (e.g., CFA or CTP considered an asset)
  • Minimum five (5) years experience in financial analysis, budgeting and financial planning
  • Minimum three (3) years leadership experience
  • Extensive knowledge and experience with municipal budgeting, long-term financial planning, and investment management
  • Demonstrated ability to lead, coach, influence, and motivate staff
  • Knowledge of requirements under applicable legislation (Municipal Act, etc.)
  • Strong written and verbal communication skills, including the preparation of clear, concise reports and delivery of presentations
  • Well-developed planning and organizational skills, with the ability to manage competing priorities effectively
  • Self-motivated and results oriented, able to perform accurately under tight deadlines with strong attention to detail
  • Demonstrated analytical, conceptual, and strategic thinking skills to support sound financial decision making including political acumen
  • Collaborative, hands-on team player who interacts professionally and effectively with staff across the organization and with external stakeholders
  • Proficiency with MS Office, with advanced Excel skills for financial modelling
  • Knowledge of SAP
  • Experience in municipal finance
  • Combination of education and experience may be considered
