Job Summary

This position is responsible for providing financial support in developing and implementing long-range financial plans, working with various stakeholders on leading and compiling required analyses.

Duties & Responsibilities

  • Provide primary financial support for the preparation of the Development Charges Background Study; leading the compilation of required data in working with multi-disciplined professionals and cross-functional staff; calculation of development charges under Development Charges Act; and provision of related analyses.
  • Provide financial support in creating development-related long-range financial plans; including cash flow, pay back, cost benefit and what-if analyses under various scenarios.
  • Lead in the implementation of the development-related financial plans; including the preparation/implementation of financial agreements with developers; monitor of project performance in liaison with project managers; determining cash flow requirements in project accounts; coordinating the administration/reporting of funding transactions in accordance with terms set out in the agreements and the Region’s capital financing policy; and addressing stakeholder inquiries.
  • Prepare the development-related capital component of Halton’s ten-year capital budget, in accordance with a development financing plan framework, and liaises with Capital Budget team for the successful preparation/implementation of the annual capital budget.
  • Undertake financial analyses in support of identifying financial implications arising from bid/staff reports concerning development-capital projects; provide input in preparing semi-annual capital variance and closure reports; and prepare financial reports at year-end and as required, including Development Charges Reserve Funds Statements in accordance with guidelines set out in Development Charges Act.
  • Provide expertise and guidance to Finance leadership on applicable policies and considerations that need to be addressed and provide their impact on the delivery of Regional programs and services.
  • Prepare presentations, briefing notes, business cases, project management documents, training materials, resources, and reports for Management and Council.
  • Performs other duties as assigned.

Skills & Qualifications

Essential

  • University degree in Finance, Accounting, or Economics.
  • Five (5) years’ experience working in a financial environment.
  • Knowledge of the Development Charges Act and regulations.
  • Excellent analytical skills and ability to work effectively under pressing deadlines.
  • Experience coordinating professionals and cross-functional teams.
  • Strong computer skills, particularly with spreadsheets, databases, presentation software and SAP.
  • Exceptional communication and conflict resolution skills with an aptitude for learning and adapting to change.
  • A combination of education and experience will be considered.

 

Preferred

  • Professional Accounting designation.
  • Experience working in municipal finance.
