Job Summary
Reporting to the Manager of Financial Operations, this position will support management by leading the accounts payable (AP) team in ensuring compliance with the Purchasing by-law, tax regulations, and internal financial controls. The position will lead and coordinate implementation of business processes to support continual improvement of existing financial internal controls.
Duties & Responsibilities
- Oversee the timely payment of all goods and services for the Regional Municipality of Halton and Halton Community Housing Corporation, ensuring adherence to Regional by-laws, Canada Revenue Agency requirements, PSAB standards, and internal financial controls across all AP activities (including vendor invoices, purchase cards, employee expense reimbursements, cheque requisitions, and management of the vendor master file).
- Ensure all financial transactions are properly authorized, accurately coded to general ledger accounts, and include correct tax calculations.
Supervise a team consisting of AP Clerks and Accounting Clerks. - Lead system based projects and continuous enhancements that support and strengthen AP functions.
- Deliver training to end users on SAP and RBC banking processes, incorporating guidance on fraud prevention measures and practices to reinforce internal controls.
- Review and approve monthly general ledger reconciliations and exception reporting.
- Reconcile vendor statements by analyzing transactions, identify discrepancies and resolving issues, including those related to purchase card transactions and invoice uploads.
- Review and approve journal entries, including year-end vendor accruals.
- Provide support to Regional staff, vendors, internal and external auditors by responding to financial inquiries.
- Evaluate and enhance policies, procedures, and business processes to drive continuous improvement and strengthen internal controls.
- Lead and provide on the job coaching and performance development to direct reports.
- Performs additional duties as assigned.
Skills & Qualifications
- Chartered Professional Accountant (CPA) designation.
- Minimum of five (5) years’ experience in a progressive supervisory capacity.
