Job Summary

Reporting to the Manager, Asset Management and State of Good Repair, the Asset Advisor is a subject matter expert role that will lead the development and implementation of the Capital Construction and Realty Asset Management program. This position will supervise the team responsible for Facilities Capital Planning, Compliance and Building Sciences.

Duties & Responsibilities

  • Responsible for supervising, mentoring, and training a team responsible for Facilities Capital Planning, Regulatory Compliance and Building Sciences.
  • Lead strategic and tactical projects related to the overall Asset Management program.
  • Capital programming to develop a prioritized annual state of good repair budget, including a 10 year capital forecast.
  • Design in-house programs to implement Asset Management strategy, Capital Works in progress reporting and state of good repair projects.
  • Research and make recommendations to enable a risk-based approach to programming state of good repair projects.
  • Collect and review operational and maintenance data to perform trend analyses used to program the state of good repair capital program.
  • Lead and complete feasibility studies for facility improvements.
  • Provide support in organizing, leading and reviewing building and property Condition Assessments following the ASTM standards and best construction practices.
  • Ensure the full involvement of client divisions/departments in the implementation of projects.
  • Prepare technical reports and staff reports.
  • Perform other duties, as assigned.

Skills & Qualifications

  • Degree or diploma in Architecture, Engineering, Asset Management or Construction Project Management, or similar, with a strong background in Project Management.
  • Certification in Asset Management.
  • 6-10 years of directly related experience in leading Asset Management and Capital Budget programming for Facilities assets.
  • Experience delivering projects, as well as expert planning, analytical and problem solving skills.
  • Strong oral and written communication skills, along with strong facilitation, negotiation and dispute resolution skills are required to interface with multiple stakeholders including regional staff, residents, contractors, and consultants.
  • Knowledge of evolving technologies, architecture, municipal/regional facilities operations, in-depth technical engineering and construction knowledge and be familiar with relevant standards, documentation and legislation.
  • Demonstrated experience with teamwork, public tendering processes and contract administration.
  • Demonstrated skills and experience in MS Office – Excel.
  • Experience leading/supervising staff.
  • Knowledge of building science, building elements & systems, construction practices and construction terminologies, and contract administration.
  • In-depth knowledge of Federal and Provincial Acts and Regulations relating to Capital Construction and Realty’s services (i.e. Occupational Health & Safety Act, Environmental Protection Act, Building Code Act, Ontario Fire Protection and Prevention Act, Electrical Safety Code, etc.).
  • Auditor training or experience along with knowledge of process mapping and continual improvement.

Working/ Employment Conditions

  • Travel may be required between locations within Halton Region, the incumbent must have and supply own transportation.
  • Flexibility in working hours may be required on occasion.
