Job Summary

Reporting the Manager of Planning and Collection, the Supervisor, Waste Planning will oversee the planning, co-ordination, and administration of waste management programs to meet divisional goals and Council’s strategic priorities. Responsibilities include supervision of staff dedicated to the short and long term planning and communication of waste management programs and services, the review and development of the divisions long term strategy, ensuring responsible delivery of waste management services, compliance with all applicable legislation and regulations, providing technical advice and expertise on all activities undertaken by Waste Management and identifying and implementing continuous improvement activities.  

Duties & Responsibilities

  • Lead the planning, co-ordination, and administration of waste management programs and the related public relations to meet divisional objectives and long-term strategy goals. 
  • Responsible for the development, planning and implementation of the Solid Waste Management Strategy. 
  • Oversee the planning and implementation of the Halton Solid Waste Management Strategy initiatives. 
  • Oversee the administration of Halton Region’s waste management funding programs related to waste diversion and the circular economy.  
  • Identify opportunities for continuous improvement related to waste management programs, policies and procedures.  
  • Lead the public outreach and communication of waste management programs, services and activities including collaborating with various divisions on communication campaigns/plans, website content and specific communication tools. 
  • Collaborate with Program Manager III and various divisions for the procurement, contract terms and conditions for contracts related to collection containers, collection from community events and other services.  
  • Ensure compliance with applicable policies, procedures, regulations and agreements.   
  • Lead staff in the planning, execution and reporting aspects of Extended Producer Responsibility programs and waste diversion programs. 
  • Oversee the evaluation and analysis of data relative to the waste management programs to create statistical management reports for benchmarking and performance management.   
  • Oversees research, evaluation and analysis of new and emerging trends, policies, programs and technologies in waste management that could extend the life of the Halton Waste Management Site and development of related reports, recommendations and business cases.  
  • Responds to public inquiries regarding the Region’s waste management programs. 
  • Represents the Region on external and internal committees. 
  • Leads and represents the Region on the Waste Management Site Advisory Committee including development of agendas and presentations and responding to inquiries. 
  • Performs other duties as required. 

Skills & Qualifications

  • University degree in Environmental Science/Studies with five (5) to 10 years’ experience in solid waste management are required.
  • Experience leading and supervising staff/project teams providing work direction, guidance and support.
  • Ability to manage and balance program budgets, handle multiple diverse programs/projects and priorities.
  • Extensive strategic planning experience related to waste management programs and change management.
  • Considerable experience in solid waste management principles and practices including in-depth knowledge of diversion programs, policies and procedures.
  • In-depth knowledge, skills and experience in research, data management, policy development/analysis, planning and program.
  • Excellent team building, time management, multi-tasking, report writing and communication skills (oral and written).
  • Proficient knowledge of Microsoft Office. 
  • Demonstrated experience in sound data analysis, excellent customer service, public relation and complaint resolution skills are essential. 
  • An equivalent combination of experience and education will be considered.   

Working/ Employment Conditions

  • A valid Ontario Class G driver’s license is required. 
  • Must be able to perform physical tasks associated with waste program implementation.
