Job Summary

Reporting to the Lead, Vendor Performance & Business Systems, this position will support the Supply Chain Management division (SCM) in the daily operations of the Vendor Performance Management (VPM) program, SCM related business systems, reporting, projects, continuous improvement initiates, and contract management.  This will include preparing and analyzing data and regular reporting requirements, overseeing data accuracy in multiple systems, supporting various Regional systems including the procurement approval system, signing authority system, and SCM's specific ERP modules, and managing a portfolio of contracts with different complexities. In addition, this position will support key divisional initiatives and projects by assisting in the development and implementation of improved processes, procedures, data analysis, reporting, and best practices with the continued goal of advancing SCM towards automation where feasible.  This role may also be tasked with leading certain projects from conception to implementation. 

 

The Vendor Performance & Business Systems team, within SCM, is responsible for oversight, facilitation, and management of the Vendor Performance Management (VPM) program and supporting SCM with project planning and execution, reporting, system support, data management and analysis, contract administration, continuous improvement, and process automation. In addition, this team supports other teams within SCM as well as other internal stakeholders.

Duties & Responsibilities

  • Support SCM in continuous improvement and system's projects.
  • Support the VPM program and future project phases.
  • Prepare various reports (including contract analysis, spend, inventory usage, total cost of ownership, compliance reporting, and various supply chain and procurement metrics) and analyze results to make recommendations including financial and non-financial information.
  • Research best practices and make recommendations to enhance metrics, policies, and procedures.
  • Oversee data in SAP to ensure accuracy and appropriate segregation of duties.
  • Support the operation of the Region’s procurement approval system.
  • Support the operation of the Region’s signing authority system.
  • Support the operation of the Region’s ERP system as it pertains to SCM.
  • Support the operation of the Region's Cloud Productivity and Collaboration Suite as it pertains to SCM.
  • Provide assistance and support or leadership in the delivery of divisional projects to achieve divisional objectives.
  • Liaise with internal staff and vendors to perform various duties.
  • Advise program staff and team members on procurement and VPM matters relating to assigned contracts and governance.
  • Lead assigned procurements and contract administration.
  • Support the automation of SCM processes.
  • Ensure compliance with Halton Region's Procurement By-Law and any relating policies and practices.
  • Performs other duties as assigned.

Skills & Qualifications

Essential

  • The successful candidate will have a degree, diploma, or advanced certification in Business Analytics, Supply Chain Management, 'Systems, Applications & Products in Data Processing' (SAP), or Microsoft Power Platform (Power BI, Power Automate, Power Apps) with three (3) to five (5) years’ progressive experience in data analysis, reporting, procurement, system support, and contract management.
  • Strong experience working in SAP (ERP, or S4 Hana)
  • Strong Microsoft 365 experience (Excel, Word, Power Point, Teams, Copilot, etc.).
  • Strong attention to detail.
  • Strong communication and collaboration skills.
  • Ability to manage multiple priorities.
  • Ability to interpret financial and non-financial data as required.

 

Preferred

  • Certification from a Procurement or Supply Chain Program (OPBA, NIGP, SCMA), Microsoft Certified: Power BI Data Analyst Associate, C_TS410 (Business Process Integration with SAP S/4HANA), or Microsoft Certified: Power Platform Fundamentals.
  • A sound background in supply chain policies and practices in a government environment.
  • Knowledge of Federal/Provincial legislation/regulations and policies affecting the program delivery of municipal activities.
  • Strong experience in procurement, contract management, process design, data analysis, and reporting.
