Job Summary

Reporting to the Senior Project Advisor, within the Engineering and Construction Division’s, Engineering Management Office, the Data Analyst will support the successful delivery of capital projects and programs by collecting, managing, analyzing data and disseminating data backed insights and intelligence to all stakeholder groups within and outside of the division using innovative data visualization tools and techniques.

Duties & Responsibilities

  • Develops and maintains an expert level of knowledge and understanding of Regional infrastructure projects, and their context within the overall 10-year capital delivery plan.
  • Acts as the custodian for all data and data management processes and practices related to the Engineering and Construction Division.
  • Acts as a single point of contact (within and outside of the division) for all data related queries and request for the Engineering and Construction Division.
  • Develop and maintain relationships with all stakeholder groups and builds understanding of data and information needs and expectations on a continuing and evolving basis.
  • Monitors, evaluates, and analyzes data related to Capital Project delivery and proactively identifies and communicates potential correlations, patterns, and hidden relationships.
  • Supports the Engineering and Construction management team by making recommendations on data collection and analysis processes and practices for everyday decision making and problem-solving.
  • Works closely with the Engineering and Construction management team to define and manage key performance metrics, and creates and manages data reporting dashboards and solutions.
  • Develop, evaluate and refine data analytic models to inform strategic decision making through data visualization, business intelligence and predictive analytics services.
  • Extract, transform and analyze data from multiple data sources, ensuring data quality and integrity is maintained from source to the final output.

Additional Duties and Responsibilities

  • Develop and deploy algorithms using advanced statistical and mathematical methods.
  • Prepare operational, annual summary, compliance reports as well as other reports on an as needed basis.
  • Participate in audits, inspections and other compliance or conformance driven tasks.
  • Identify areas for data quality improvements and support solutions to resolve issues.
  • Assists with the collection of information required for benchmarking and performance management purposes.
  • Performs other duties as assigned.

Skills & Qualifications


  • Degree or diploma in Civil or Environmental Engineering, Statistics, Information Management, Economics, Mathematics or a related field of study. 
  • Minimum three (3) years' experience in developing data analytic and business intelligence solutions. 
  • Demonstrated experience in Microsoft Office software, Word, PowerPoint, Visio etc. 
  • Expert level of understanding in Excel as well as knowledge of principles, tools and techniques for data analysis and visualization. 


  • Certified Analytics Professional, Certified Business Intelligence Professional (CBIP), etc. designations would be an asset. 

Key Skills:

  • Advanced level understanding of extraction, cleaning, collection, organization, analysis and interpretation of data sourced from various systems.
  • Intermediate to advanced level of data analysis, modeling and reporting experience.
  • Experience with dealing with large volumes of data across multiple systems.
  • Excellent analytical, problem solving, planning, organization and time management.
  • Excellent interpersonal skills with the ability to form and maintain strong relationships with internal and external stakeholders and customers.
  • Excellent communication, facilitation, negotiation and conflict management skills.
  • Understanding of planning, design, construction and commissioning of road, water and wastewater infrastructure (will be considered as an asset).
  • Ability and willingness to learn.             

Working/ Employment Conditions

  • The successful candidate will be made an offer of employment on condition that the Regional Municipality of Halton receives a current (obtained within the past six (6) months), original and acceptable Criminal Record Check by the first day of employment.
  • This position requires the successful candidate to have a valid driver's license. The successful candidate will have to provide proof that s/he has a valid driver's license upon being hired.
  • Incumbent must provide their own transportation.
