Job Summary

Reporting to the Manager, Financial Reporting, this position will assist with the implementation of policy and business processes to comply with new and existing Public Sector Accounting Standards for the Region and Halton Community Housing Corporation (HCHC) and supports the preparation of the Region’s annual financial statements and other reporting. 

Duties & Responsibilities

  • Review Public Sector Accounting Standards (existing and new) and prepare position papers to recommend accounting treatment and disclosure of transactions to ensure the Region meets public sector requirements set out by the Canadian Institute of Chartered Accountants (CICA).
  • Conduct research and analysis to assess the impact of reporting requirements or other business process changes on reporting systems, policies and procedures.
  • Provide corporate communications and training, advice and assistance to staff across the organization related to reporting requirements and business process changes related to financial reporting.
  • Lead cross departmental project working group meetings related to policy or process changes for new accounting policies or standards. 
  • Prepare project charters and project plans, coordinate and participate in project tasks, coordinate and lead and document meetings, and liaise with external consultants where required. 
  • Review and comment on reports prepared by consultants to ensure recommendations made for process improvements within the Region provide for maximum efficiency and effectiveness taking into consideration the Region’s business and operating environment.
  • Support the Financial Reporting team with Consolidation, Financial Statement preparation including the Annual Financial Report, Ministry reporting, internal and external audit requirements
  • Reviews journal entries and prepares other year-end entries in both SAP and CaseWare.
  • Provides assistance on accounting standards, audit controls and best practices for Tangible Capital Assets and HCHC where required. 
  • Prepare background papers, briefing notes, executive summaries of key financial information including Financial Statements and Notes, commentary and presentations on procedures and policies to ensure the Region maintains strong internal controls and follows best practices for Financial reporting.
  • Contribute to the creation of an environment that supports teamwork, collaboration and the achievement of results within the department.
  • Performs other duties as assigned.
     

Skills & Qualifications

Essential

  • Degree in Finance, Business and a CPA Accounting designation. 
  • 3-5 years of experience in complex financial analysis, policy and the preparation of accurate reports, within critical timelines.   
  • Sound understanding of financial accounting practices, knowledge of Public Sector Accounting Standards (PSAS).
  • Proven ability to gather data, analyze and make recommendations.
  • Excellent written communication and presentation skills.
  • Ability to work under pressure and meet tight deadlines.
  • Demonstrated self-direction, judgement, discretion and initiative.
  • Effective interpersonal, administrative and organizational skills.

 

Preferred

  • Municipal finance experience.
