Job Summary

Reporting to the Director of Planning, the Senior Project Manager – Streamlining & Innovation will be accountable for the co-ordination, reporting and delivery of the Streamline Development Approvals Funding Projects that support the implementation of the project list associated with the SDAF provincial funding; projects tied to the Region’s Memorandum of Understanding and the Digital Strategy. The positions is responsible for the project management, recruitment and oversight of a team of consultants and staff working groups and will oversee all aspects of data collection, analysis, scoping of projects, monitoring, project delivery, as well as addressing provincial reporting and visualization related to identified process improvements, change management, technology purchases and implementation etc.

Duties & Responsibilities

  • Develops and implements along with other Regional sections strategies to address change management to the development review process to address planning legislation changes, increased development pressures and the associated impacts to development review.
  • Responsible for the coordination, facilitation and project management of a diverse range of Departmental projected projects including the implementation of the Streamline Development Approvals Fund and the 2018 Memorandum of Understanding with the local municipalities and the Conservation Authorities. 
  • Leads multi-disciplinary consulting teams responsible for implementation of SDAF projects and co-ordinates with internal Regional working groups associated with the Digital Strategy and Posse/DATS development tracking software projects.
  • Manages and develops the specific work plans and budgets for identified projects to implement the MOU and provincial Streamline Development Approvals Funding, such as projects required to implement standardization of commenting functions, standard conditions, rollout of dash boarding and analytical software associated with monitoring development review, organizing training, etc..
  • Manages aspects of technical or specialized reviews to audit a range of processes included in the full spectrum of development review, construction and assumption processes.
  • Coordinates and facilitates meetings with Regional staff, Local Municipal staff, POSSE committee and Digital Strategy committee, senior management and various internal stakeholders (working meetings, steering committees, etc. as required).
  • Maintains strong knowledge of current analytical methods and trends in land use planning administration, engineering review, data and information management and project management approaches.
  • Organizes and co-ordinates workshops and training in accordance with the SDAF approved projects.
  • Prepares reports to council and the province on status and issues related to the SDAF implementation, and delivery of work plan projects.
  • Co-ordinates and liaises with internal departments involved with Development Review and implementation.
  • Works with the Managers of Community Planning to understand and incorporate all community planning data, information, analysis, report and visualization into the identified projects.
  • Promotes technology and innovation in all aspects of supporting service delivery and supports, as appropriate, special project teams to deliver key corporate projects such as the Digital Strategy
  • Performs other duties as assigned.

Skills & Qualifications


  • Undergraduate Degree in Planning, Engineering, Business Administration or equivalent.
  • Seven to ten (7-10) years of relevant experience.
  • In depth knowledge of development review processes, commenting and implementation from a planning and development engineering perspective in a municipal environment, preferably upper tier.
  • In-depth knowledge of key legislation (Planning Act, Places to Grow Act, Niagara Escarpment Planning and Development Act, Environmental Assessment Act, Aggregate Resources Act, Conservation Authority Act, Housing Services Act, Municipal Act, etc.).
  • In-depth knowledge of key plans and policies (Provincial Policy Statement, Provincial Growth Plan, Greenbelt Plan, Niagara Escarpment Plan, Regional Official Plan, etc.) is required. Knowledge of key policies, guidelines and relationship agreements (Regional Official Plan Guidelines, Provincial Guidelines, MOU for Integrated Planning System in Halton, MOU for Planning Services with the Province of Ontario, etc.).
  • Demonstrated expertise in financial business management and provincial legislation including the Occupational Health and Safety Act. 
  • Exceptional communication skills, sound judgement, superior customer service, facilitation, negotiation, dispute resolution, relationship building and collaboration skills for interaction with Senior Management, public officials, agencies and the public. 
  • Excellent project management, process improvement, change management and process improvement and implementation skills. 
  • Excellent abilities in strategic planning, performance management, problem solving, decision making and team leadership with a best practices/continuous improvement culture.  


  • Post-graduate degree in Planning, Engineering, Business Administration, or Public Administration. 
  • A Registered Professional Planner (RPP) Designation, membership in the Canadian Institute of Planners (MCIP) and a Project Management Certification (PMP). 

Working/ Employment Conditions

  • Travel will be required, incumbent must provide their own transportation.
